President

[Current status of business (October 2018)]
Please see Document 1-1.
First, regarding the operating situation, the fee revenue in October was 60,119 million yen, an increase of 7.3% from the same month of the previous year, and the number of traffic per day was 2.03 million units, an increase of 6.8% from the same month of the previous year. It was
In October, both toll revenue and the number of vehicles passed increased due to the impact of traffic closures due to typhoons being smaller than last year and the continued use of large vehicles.
Looking at the number of passing vehicles, the number of large vehicles increased by 8.9% compared to last year. Such an increasing trend of large vehicles has continued for about two years.

Next is the construction situation.
Appendix 1-1 lists the sections that are scheduled to be newly opened or completed with four lanes in FY2018.
For each section, the road construction work such as earthwork and bridge superstructure work is now almost completed, and the pavement work, sign work, and information work such as information boards are being fully developed.
Of these, I will explain later about the four-lane project on the Tokai-Hokuriku Expressway and Shin-Meishin Expressway.

Next is the status of the service area (SA) and parking area (PA).
Please see the back of Document 1-1.
Sales of SA / PA in October were ¥ 18,236 million, an increase of 13% from the same month of the previous year, and sales of the Food and Beverage / Sales division increased by 4.8% from the same month of the previous year.
In October, the impact of typhoons on road closures was smaller than last year, and sales were particularly strong on weekends in the second half of the month, thanks to favorable weather conditions.
Sales in the gasoline segment increased 28.3% year-on-year, due to higher sales prices compared to last year and an increase in the sales volume of diesel oil.

Next, I would like to introduce two new businesses.

The first is the announcement about "Nippon Nihon Farm Suzunari Co., Ltd." established on July 5, this year.
Please see documents 1-2.
The first harvesting work of romaine lettuce, which was held on October 3rd, began on November 17th. We originally planned for the end of November, but the weather was good and the growing conditions were good, so it was the first harvest ahead of schedule.
Therefore, we will announce the harvesting situation of romaine lettuce requested by people in the press on December 6 (Thursday) at a farm in the Miyakoda area of Hamamatsu City.
The second is the use situation of the relay distribution base "Connect Area Hamamatsu" which started its business on September 12, though there is no data.
At the time of opening, there were 23 contracts from 2 companies, but at the moment there are 33 contracts from 3 companies.
From users,
(1) The work environment, where long-distance travel and many nights were spent in the car, is changed to a day-trip service, and it becomes a work environment where people can return home everyday.
(2) The reserved parking lot can be stopped without any stress.
(3) You can get home every day and take breaks reliably, which leads to stable transportation.
Have received such a voice.
This facility is an initiative that contributes to shortening the working hours and labor burden of truck drivers and supporting work style reform in the transportation industry. We would like to continue to be used by many logistics companies.

[Strengthening efforts toward the 2018 snow and ice season]
This year, the full-fledged snow and ice season has arrived.
Last year's record heavy snowfall in the Hokuriku region in February caused Hokuriku Expressway to be closed, and many stagnant vehicles on National Route 8. We apologize for the inconvenience.
Please see Document 4.
We will introduce our efforts in this winter season in the order described in the materials, such as new initiatives from this year and those that will be continued or strengthened from last year.
(1) Provision of advance information
Expressway For your reference, we will provide information such as road closures about heavy snow from about 3 days before snowfall based on weather forecast.
Information will be provided by means of press releases to media companies, information provided by our official website, information provided on information boards and SA / PA.
(2) Real-time video distribution of snowfall
In order to check the snowfall situation of Expressway before going out or while traveling, we will provide 56 live images from iHighway Central Japan and deliver live snowfall images at 72 SA / PA locations. .
(3) Strengthen cooperation with related organizations based on timeline
If heavy snowfall is expected, we will strengthen cooperation with other road managers and related organizations such as the police. In cooperation,
・ Based on the timeline shared in advance, we will set up the headquarters composed of related organizations from about 3 days ago.
-Share information such as weather forecasts, road conditions, and traffic restrictions within the headquarters.
・ Minimize the impact on traffic by making mutual adjustments to secure road network functions.
(4) Introduction of preventive traffic regulations
In February of this year, a large-scale stagnation of vehicles occurred due to stuck vehicles including large vehicles in the Hokuriku region. In order to avoid such a situation, if snowfall that exceeds the snow removal capacity is expected, preventive traffic control (advanced traffic closure) will be implemented to minimize the traffic closure time by centralized snow removal.
Therefore, 32 surveillance cameras and 46 hourly snow gauges will be added to enhance surveillance.
(5) Strengthening other measures
During heavy snowfall over a wide area, there may be a shortage of snow removal vehicles owned by the Group.
In that case, based on weather forecasts, we will cooperate with other road companies to request mutual support, such as by requesting support, and strengthen the snow removal system.
In addition, Hokuriku Expressway will be the center of the installation of a fixed-type chemical solution sprayer for 14 km, and six tractor excavators and other stranded vehicle rescue equipment will be added.
(6) Strengthening public relations
In order to drive safely on snowy roads, from December to March, radio CMs at AM radio stations in our jurisdiction and smartphone users with usage history on Expressway in our jurisdiction We will carry out public relations calling for the wearing of winter tires and carrying of tire chains by utilizing the advertisement distribution of.
We also distributed the “Snow Road Drive Guide” on our official website and the leaflet “Careful Guide to Winter Road Driving” distributed today, and endeavored to raise safety awareness regarding Expressway winter driving. I will.
(7) Snow ice work dispatch ceremony
In addition to this, we hold snow and ice camps at each snow and ice countermeasure base.
Regarding the new antifreeze agent utilizing sodium propionate, which was introduced as a trial in a part of Tokai-Hokuriku Expressway last winter, based on the trial results, further trials will be made this winter toward full-scale introduction. We are planning to introduce Large.
Details of the trial results of last year and the trial plan of this year will be announced at the regular press conference next month.

[Recruiting survey / repair technology for bridge girder ends]
Next, we will talk about technology open call for participants.
Please see Document 5.
We are promoting technological development through open innovation with research institutions such as universities and companies in order to provide safe, secure and comfortable Expressway spaces.
An image of each part of the bridge is shown in Figure 1 of Document 5, but the place where we are looking for technology this time is the part called the "bridge girder end".
Expressway, anti-freezing agents are sprayed in the winter, but if water leaks at the ends of bridge girders, the anti-freezing agents will be contained in the water and cause deterioration of steel and concrete members.
In order to keep the bridge girder ends sound, it is necessary to stop water leakage from the girder ends and to investigate and repair already deteriorated parts, and we have used various products and construction methods so far. I have taken measures. However, the products and construction methods used up to now have problems such as long traffic restrictions, workability in a narrow space at the end of the girder, and durability after repair.
Therefore, we decided to make a public call for technologies to solve these issues, confirm the workability and durability through trial construction, etc., and then utilize them for road maintenance.
We are waiting for many applications.
As mentioned on page 2 of Document 5, we are still looking for proposals for new technology development and joint research.
For more information, please check our official website.

MC

These are the topics we have prepared today. Now, let's receive your questions.

Reporter

Regarding Tokai-Hokuriku Expressway with 4 lanes, is it that it can only be said "within the year" that all of Shirotori IC to HidaKiyomi IC will be open?

President

All lines are open within the year. The part of the road that was damaged by the heavy rain in July 2018, which I mentioned earlier, will be operated in two lanes for the time being.

Reporter

Will other Expressway companies also carry out preventive traffic regulations due to snow?

President

Based on the heavy snowfall last year, we are trying to share information with other road companies nationwide to promote preventive traffic regulations.

Reporter

When is the preventive traffic regulation decided?

President

For example, if it is judged that snow removal will not catch up with the prediction of snowfall such as how much will be accumulated in one hour, or if a stuck vehicle has occurred due to monitor monitoring, the road will be closed in advance. I think there are various ways to do this, so I will make decisions based on the situation.

Reporter

The other day, the Ministry of Land, Infrastructure, Transport and Tourism had talked about the mandatory installation of chains on some sections, but there were also reports that some sections of the Hokuriku Expressway would also be part of this designated section. What are your thoughts on responding to this?

President

It is said that the ministerialization will be done in December, so it is still under consideration, but we would like to make it possible to respond when the ministerialization is made.

Reporter

Regarding Connect Area Hamamatsu, it is said that 33 companies are currently contracting for 3 companies, but I think that the target number is 50 units a day, probably because the number of contracts is good, please tell me about this.

President

Since the number of companies has increased since the beginning of the open and the number of vehicles has increased by about 10, we expect that the number will continue to increase. At least we understand that users have a good reputation.

Reporter

Shin-Meishin Expressway but is about the opening time of, or would be that is that there is no announcement today made on or after 1 January 2019.

President

We are currently in the process of paving and equipment. We are proceeding with the construction so that it can be opened by the end of March 2019.

Reporter

Please explain in detail how to temporarily operate the Tokai-Hokuriku Expressway with four lanes, which is a section with two provisional lanes in the restored section before and after the Matsunoki-Toge PA.

Employee

Please see page 4 of Document 3-1. The two lanes on the restoration side will be closed for construction, and the two lanes on the opposite side will be operated face-to-face.

Reporter

Do you know how many face-to-face passages and how long they extend?

Employee

There are two locations and the extension is 2 km each, totaling 4 km.

Reporter

Which lane is the east side or the west side for the restoration work?

Employee

It is the west side. It will be on the left side from Nagoya towards Takayama.

Reporter

Is it okay to stop in the lane that is originally the Out-bound lane and then face in the In-bound lane?

Employee

exactly.

MC

It seems that your question has been interrupted, so this is the end of your regular meeting.
