Regarding operating conditions, toll revenue in October was 56,873 million yen, a decrease of 0.4% from the same month of the previous year, and the number of traffic per day was 1,984,000 units, an increase of 0.1% from the same month of the previous year. ..
In October, the maintenance effect of Shin-Tomei Expressway and Ken-O Road was shown, while the Tomei intensive construction was changed from November last year to September-October this year. Both revenue and the number of vehicles passing were almost flat.

Next is the situation of construction.
I would like to explain the construction overview for the sections scheduled to open in FY2016.
About 9km from the Chubu Odan Expressway Rokugo Interchange (IC) to Masuho IC, the road main works such as earthwork, bridges and tunnel construction are almost completed, and pavement work and equipment work are underway. At the moment, the construction work is progressing smoothly, and we are working hard to open it by the end of this year.
As already announced on November 22, about 21km from Shin-Shimizu Junction (JCT) to Tomizawa IC, tunnel excavation in the ground that is more brisk than expected and treatment of naturally-occurring heavy metals contained in excavated soil There are construction sites that have problems such as. As a result of close examination of the process of this section, it is expected that the scheduled opening time will be 2018, which is one year behind the originally planned FY 2017.
We will do our best to open the service as soon as possible, and we ask for your continued understanding and cooperation.

Next is the status of the service area (SA).
In October, SA/Parking Area (PA) sales were ¥15,961 million, an increase of 3.7% from the same month of the previous year, and sales of the Food and Beverage/Sales Division increased by 4.1% from the same month of the previous year.
The main factors of increase are the increase in sales due to the opening of NEOPASA Okazaki and Nagashino Shitara Hara PA.

On the day of December 2nd, at 8:03am when the accident occurred, we pray for the souls and offer flowers in silence, near the east entrance of Sasago Tunnel near the accident site.
After that, move to another place and hold a memorial service at "City Hall Tsuru" in Tsuru City from 9:30 am.
In this memorial service, young employees who joined the company after the accident and the front line are on-site in order to respond to the feelings of the bereaved family regarding the attendance of people related to our company and to prevent the weathering of the accident as a group. Approximately 20 people, including those who are responsible for the event and group employees, will attend the ceremony, and for those who are unable to attend, we plan to broadcast the memorial service ceremony in-house.
In addition, on December 2nd, as "Safety Day" for the Group, we hold a memorial service, and we hold annual activities such as silence and safety discussions at all workplaces. In addition, from this year, before "Safety Day", officers visited all the on-site offices (35 offices) and had a direct dialogue with the office employees to avoid the accident and As a company-wide initiative, we carry out a “safety dialogue” to remind us of our strong determination to prevent such accidents.
The memorial service will be attended by the bereaved family, Ministry of Land, Infrastructure, Transport and Tourism officials, and government officials.

[We will start measures to alleviate traffic congestion on the Higashi-Meihan Expressway]

Higashi-Meihan Expressway (In-bound line) A part of the section from Yokkaichi IC to Suzuka IC, we will temporarily start extension work for the section operating with 3 lanes.

[Request for safe driving on Expressway]

At Expressway, which is managed by our company, 37 traffic fatal accidents occurred from January to November 21 of this year. This is 8 cases less than the same period last year, but this year, 11 cases, or about 30% of the total, have occurred since October.
In addition, there are concerns that the number of accidents at the end of the year will increase, with seven fatal accidents occurring in December last year.
Therefore, we analyzed the fatal accident that occurred this year, so please see page 2 of the attachment.
As a feature of fatal accidents that occurred this year, “vehicle-only accidents” accounted for 35% of the total, and about 40% of these were accidents involving motorcycles and accidents involving structures such as guardrails.
In addition, “accidents with stopped vehicles and people” account for 35% of the total, of which about 50% are due to accidents or breakdowns.
In addition, about 20% of "accidents between running vehicles" are accidents caused by reverse running vehicles.
The points of safe driving for accident prevention based on these characteristics are described on page 3 of the attached sheet and "Safety Drive" at hand, so when driving Expressway, Please keep in mind that you should have sufficient distance between vehicles, do not look aside, and drive at a safe speed.
At the same time, we will carry out a “traffic safety campaign” in cooperation with police and related organizations from December 1 (Thursday) to December 22 (Thursday) as part of our safety awareness efforts. We will strengthen the call for traffic safety toward the beginning of the year.

We are soliciting technology for preventive measures against reverse running, which is a cause of fatal accidents.
As a measure to prevent reverse run, we are currently implementing physical and visual measures in IC, JCT departments, etc., but in order to further promote the measure, we will request technology for reverse run preventive measures from private companies. did.
In this open call, we are looking for technology to detect, warn, and guide reverse running vehicles.
We will verify the results on a real road in 2017 and aim to put them into practical use from 2018.

[Efforts toward the 2016 snow and ice season]

This year will be the full-fledged snow and ice season.
Currently, Chuo Expressway, Ken-O Road, Tomei etc. are controlling traffic due to snowfall. We apologize for the inconvenience.
Regarding the snowfall this time, we have already announced the roads and sections where snowfall is expected on November 22, and have been partly covered in the news.
If winter tires are not installed or the tire chains are not carried, a vehicle that cannot climb up to a slope such as In-bound may interfere with snow removal and lead to road closure.
Customers are requested to wear winter tires early, carry tire chains, check the weather forecast and traffic conditions before going out, and try to drive safely on snowy roads. ..
We will introduce our efforts for this winter.

Regarding the progress of Expressway Renewal Project, the construction with the two-way traffic control on the main line has been completed successfully at four locations, the Tomei Chuo Expressway in the spring and Hokuriku Expressway in the autumn. In addition, Chuo Expressway, which is currently under construction, is scheduled to end this month, so please continue to cooperate.
As for construction work for which contracts have already been completed, we will announce the content and timing of construction work as soon as preparations such as coordination with related organizations are complete.
The current Expressway Renewal Project bridge deck slab replacement work, which is currently underway for the first time in Japan, is the first to be applied to the renewal project work with the aim of improving safety and quality, and ensuring reliable business progress. We decided to introduce the contract method.
At Expressway Renewal Project, bridge deck slab replacement work with similar construction conditions is repeated. In such cases, it is expected that the technical knowledge and know-how gained in the preceding construction work will be reflected in the succeeding construction work to improve safety and quality and to ensure a solid business progress.
The work scheduled to be ordered under the basic contract method is as described on page 3.

The Ferris wheel currently under construction on the Tomei Expressway EXPASA Fuji River will open on "Mt. Fuji Day" on February 23, 2017.
EXPASA Fuji River is located about 25km southwest of Mt. Fuji, and you can see a magnificent view up to the foot. In addition, since the roadside station "Fujikawa Rakuza" is also installed, it is a very lively service area that is used by more than 5 million people annually including local customers.
EXPASA Fujikawa has another new fun.
This will contribute to the further promotion of tourism in Fuji City and the revitalization of local communities.
The Ferris wheel installed at EXPASA Fuji River has a height of about 60 m, and you can see not only the whole view of Mt.Fuji but also the flow of Fuji River, the Suruga Bay, the Izu Peninsula, the night view of Fuji city and the Tomei Expressway running below. First of all, I would like to ask two points out of three points.
As for the measures against traffic congestion on the Higashi-Meihan Expressway in Document 3, it is said that the specific date and time of operation start has not been decided, but basically, I think that there is no choice but to carry out the work at the time of the refresh work. I think that it will be next year or next year, but the first question is to tell us about the progress of the construction in the future.
The second question is that the Shin-Meishin Expressway will be opened in 2018, and I think this temporary 3 lane will be operated in a very short period, but the significance of doing it even in such a short period is Please tell us what you are doing and whether it will be worth the cost.

Regarding the timing of the construction work, we are proceeding with a study centering on the refresh work for the next fiscal year, and we would like to start operation in the first half of the next fiscal year. I will proceed as soon as possible.
Regarding cost-effectiveness, we confirmed B/C (benefit-per-cost), but considering the loss time due to traffic congestion, etc., we evaluate that it has a sufficient investment effect.

Last year, there was a case where trailers could not climb the slope on the Hokuriku Expressway. This is an example of eliminating traffic congestion by rescuing a vehicle that has been stuck without being able to climb the uphill lane. We are also well aware that we can avoid heavy traffic congestion by responding as soon as possible, and we have reinforced surveillance equipment to detect stuck vehicles early, and the location of stuck vehicles is generally decided. We are strengthening measures such as deploying tire excavator vehicles in advance so that they can be dispatched immediately.

This is a measure against traffic congestion on the Higashi-Meihan Expressway, but more concretely, when are you planning to start construction?

As I mentioned earlier, we are doing spring refresh work every year on the Higashi-Meihan Expressway, so it depends on when that work is done. At that time, we want to start as soon as possible and start operations as soon as possible.

According to a story announced in Mie prefecture a few days ago, there is some coverage that traffic congestion will be reduced by 70%, but what kind of effect will it specifically have?

There are many sags on the In-bound line from Yokkaichi IC to Suzuka IC, and there is traffic congestion for each sag. When there is it, it will be connected and it may extend to Kameyama JCT. As a result of statistically examining the congestion situation so far, it is expected that the number of congestions will be reduced by about 70%.

I think it may be difficult to make such a prediction, but please check the detailed data later. However, how long it will be shortened depends on the situation, so I think it will be difficult for the specific numbers.

It is about 2 billion yen. We believe that even a B/C that considers lost time etc. will have a sufficient investment effect.

I wonder if it was decided based on the provisional 3-lane operation between OtowaGamagoori IC and Toyota IC.

It's a car running on the left side of the lane. I would like you to stop it because it is dangerous. Most of them are ordinary passenger cars, and I think large vehicles can be driven. I would like you to strictly control it.

I think it means strengthening maneuverability, but since Shin-Tomei Expressway has opened and new snow plows are being strengthened there, we will operate them well. Chubu Odan Expressway will be By-pass, which plays a very important role in the region where Expressway has only one Chuo Expressway.
