Before I discuss today's topics, I would like to thank you for your understanding.

We would like to thank the mass media for the coverage of the 50th Anniversary Campaign for the opening of the whole Meishin Expwy which we explained at the regular press conferences in April and June, for being covered in many media such as newspapers and television.

Thanks to you, the 50th anniversary event held in the service area and parking area ended in great success, but we continue to sell 50th anniversary menus such as old-fashioned Western food and ETC mileage point campaign until the end of August. So, I hope you can use the Meishin Expwy.

In addition, the Meishin Expwy, which has been open for 50 years this year, and more than 60% of the Expressway that have been open for more than 30 years in the jurisdiction of the region, with more than 60% of the Expressway aging, this year is a major measure to prevent aging. We will start large-scale renewal and repair work.

Regarding operating conditions, toll revenue in June was 50,362 million yen, an increase of 7.8% from the same month of the previous year, and the number of traffic per day was 1,829,000 units, 2.5% of the same month of the previous year. Has increased.

Regarding the fee income, the convenience promotion project by the national expense was completed at the end of March last year, and the fee system was reviewed from April, but for the three months until the end of June of the last year, it was originally a discount of 30% due to mitigation measures. Holiday discount has been deferred to 5%. Therefore, this year, there was a 20% discount difference compared to the previous year, resulting in an increase of 7.8% compared to the same month of the previous year.

The number of passing vehicles increased slightly by 2.5% compared to the same month of the previous year, compared with last year when the toll system was revised.

 

Construction situation.

About 55km from the Hamamatsu-Inasa Junction (JCT) of the Shin-Tomei Expwy, which is scheduled to open in 2015, to the Toyota JCT, except for the part where the countermeasure work that caused the review of the opening time is being implemented The construction of the road itself, such as bridges, earthworks, etc., has been completed, and paving work, signs, and building work inside the rest facility are being carried out over the entire line.

We are progressing steadily as planned with regard to the cut slope surface measures, the treatment of sediment containing heavy metals, and the bridge settlement measures that caused the revision of the opening time. The treatment of soil containing heavy metals will be completed, and the remaining work is expected to be completed in the fall. The opening target is currently at the end of FY2015.

On the other hand, Shin-Tomei Expwy is operating in Kanagawa and Shizuoka prefectures in addition to Aichi prefecture. From now on, the sections will be opened one by one starting from the completed section, and the opening of all lines is scheduled for FY2020.

The next opening is scheduled for the Atsugi-minami Interchange (IC) 1.5km from the Ebina-minami JCT in Kanagawa Prefecture in fiscal 2016, but it is in a difficult situation and we are currently scrutinizing the process.

In addition, Shin-Meishin Expwy Yokkaichi JCT to Shin-Yokkaichi JCT 4km and Tokai-Kanjo Expwy Shin-Yokkaichi JCT to Toin IC 1km from the end of 2015, We are working on the entire line.

Regarding the ETC situation, the average daily usage rate in June was 91.3%.

Next is the situation of the service area.

The total number of service areas and parking areas remains unchanged at 177 locations.

Sales in the service area in June were 12,818 million yen, down 0.6% from the same month the year before. Sales in the Food and Beverage Sales Division also decreased by 0.2% from the same month the year before.

One reason for the decrease is that there was one less holiday compared to the previous year.

Sales of gasoline decreased by 1.4% year-on-year. The reason is that all oil types are below the selling price of the previous year.

As shown on page 1 of Document 2, we made the first accusation on July 29th for overweight vehicles that could have a significant impact on the deterioration of road structures and lead to serious traffic accidents. I will report it.

On May 29, 2015, at the Tomei Expressway YokohamaMachida IC, we accused the Kanagawa Prefectural Police of a driver who passed a large trailer in violation of the Road Law and her employer. The violating vehicle has a gross vehicle weight of 50.75 tons, which is more than double the standard of 25 tons specified by the Road Law, and is a very violent violation.

As stated in the document, it is said that the impact of one vehicle with a total vehicle weight of 50 tons on the deterioration of a road bridge is equivalent to about 340 vehicles of a general large vehicle (total vehicle weight of 20 tons). Overweight vehicles are a major factor in significantly accelerating the deterioration of roads such as fatigue and damage.

In addition to the accusation, I will explain the enforcement situation of illegal vehicles that have been strengthened since April of this year.

We have a specialized police force at the entrance of the interchange, and take measures such as “U-turn” to order the offending vehicle to leave the Expressway.

In addition, from April this year, for serious violations over a certain weight, it will be severe such as “reduction of cargo” to reduce the weight and “suspension of traffic” to order a stop on the spot until obtaining a passage permit. We are implementing four measures.

Such malicious violating vehicles account for less than 1% of all passing vehicles, but they are a major factor in accelerating the deterioration of road bridges. Repairing road bridges accounts for about 90% of the project cost for large-scale renewal and large-scale repair plans.

Going forward, we will continue to collaborate with related organizations and strengthen crackdowns to eradicate overweight vehicles.

[Traffic safety]

This year, 36 traffic fatalities have occurred in our jurisdiction, with a total of 38 fatalities. There were 22 fatal accidents and 24 deaths during the same period last year, which is an increase of 14 or 14 compared to the same period last year, the highest number in the past five years.

By type of accident, "motorcycles" and "single-sided accidents" increased by a factor of more than three times last year, and by time of day, accidents that occurred from midnight to early morning accounted for about half of all accidents.

When driving, be sure to wear seat belts at all seats, keep a sufficient distance between vehicles and use at a safe speed, and take a good break. Also, in the event of an accident or breakdown, please stop as much as possible on the shoulder, signal hazard vehicles, flaming tubes, and stop indicator equipment to the following vehicles, and evacuate to a safe place such as outside the guardrail.

 

[Efforts for vegetation restoration on the Tanzawa mountain trail using local seeds

We have set "contribution to the environment and sustainable society" as one of the priority areas of our CSR activities and are implementing environmentally friendly activities.

In the Tanzawa Mountains in Kanagawa Prefecture, we are working with Kanagawa Prefecture and local NPO groups in an effort to restore the vegetation on mountain trails that have become bare ground due to an increase in the number of climbers and the feeding of deer.

For the regeneration of vegetation, we will utilize the regional seedling cultivation technology cultivated in the Expressway construction business to grow plants that are difficult for deer to eat and to plant seedlings from seeds and rhizomes, and have planted about 3,000 plants so far. I am.

The planted plants grew smoothly, and the vegetation around the mountain trail was gradually recovering, and we have received support and support from other groups and mountain climbers working in the Tanzawa Mountains.
On Thursday, August 6, we plan to plant an additional 2,000 seedlings with people from Kanagawa Prefecture and local NPO groups.

Through this activity, we will continue to contribute to the restoration of Tanzawa's nature, and we will also proactively work on conservation of the local environment in areas other than Expressway.

With the widespread use of EVs (electric vehicles) and PHVs (plug-in hybrid vehicles), there are 18 rest facilities in our service area to meet the rapidly increasing needs of quick chargers and to further improve user convenience. We are pleased to inform you that we have newly established 20 quick chargers.

Currently, 80 units are in operation at 75 rest facilities in our jurisdiction, and in the month of May, the usage record of the quick charger in the jurisdiction reached a record 13,800 times. The most used was Ashigara SA (Out-bound), which is used 39 times a day. Since the total number of EVs and PHVs registered in Japan is more than 110,000, one out of eight EVs will have been charged by our company in the calculation. I will.

For this reason, waiting for charging occurs mainly on holidays. Each charge takes 30 minutes, so if you wait 3 units in advance, it will take 2 hours to finish charging your own. Improving convenience means alleviating this waiting for charging.

The 18 rest facilities that will be newly developed this time include the Shin-Tomei Expwy Okazaki SA which is scheduled to open this year, and we aim to complete the maintenance within the year.

By the end of fiscal 2015, we plan to install a quick charger at approximately one of the 95 SA / PA locations in our jurisdiction.

This year's Tomei intensive construction will be carried out from Tokyo IC to Numazu IC from Monday, November 16 to Friday, November 27.

Concentrated construction is based on the 3-Year Plan for Improving Safety, and the construction necessary for road management such as road surface repairs, bridge / tunnel repairs, etc. It will be done. As a result, the work can be centralized, and the number of construction restrictions and the number of construction congestions per year can be greatly reduced.

Due to the large number of land-related issues, it took a long time to survey the relocation site, and this area is a soft ground area due to the flood plain near the mouth of the Sagami River. The reason is that it turned out to be costly. I would like to do my best in the construction work in order to shorten the construction period.
