[Current business situation (March 2015 and 2014)]

Regarding operating conditions, toll revenue in March was 56,906 million yen, an increase of 24.7% from the same month of the previous year, and the number of traffic per day was 1,947,000 units, a decrease of 4.4% from the same month of the previous year. have become. In fiscal 2014, toll revenue was 633,933 million yen, an increase of 23.9% from the same month of the previous year, and the average number of traffic per day was 1,866,000 units, a decrease of 3.6% from the same month of the previous year.

Fee revenue has been on an increasing trend compared to the previous year since the revision of the rate discount system in April last year, and increased in both March and 2014.

Construction situation.

I will explain the general construction work for the sections that are scheduled to open in FY2015.

Shin-Tomei Expressway Hamamatsu-Inasa Junction to Toyota-higashi Junction 55km, all tunnels are completed, and bridges and earthworks other than the sections where countermeasure work that has caused the review of the opening time are being completed are almost completed and paved over the entire line. We are working on construction and equipment construction. We are making progress as planned with regard to measures to prevent the cut slope, the disposal of heavy metals and sediment, and the measures to prevent the settlement of bridges, which have caused the revision of the opening schedule.

Shin-Meishin Expressway Yokkaichi From Junction Yokkaichi North Junction 4km and Tokai-Kanjo Expwy Yokkaichi From north to Toin 1km, full-scale construction of earthworks and bridges doing. Regarding ETC, the average daily usage rate in March was 91.0%, and the average daily usage rate in fiscal 2014 was 91.1%.

 

Next is the situation of the service area.

The total number of service areas and parking areas remains unchanged at 177 locations.

Sales in the service area in March were ¥15,886 million, a decrease of 7.5% year-on-year. Sales in the Food and Beverage Sales Division were down 4.4% year-on-year. The reason for the decrease is that holidays are Saturdays this year, and three consecutive holidays are two consecutive holidays. Sales in the gasoline segment were down 14.5% year-on-year.

Sales in the service area in fiscal 2014 were 182,080 million yen, down 2.5% from the same month the year before. Sales in the Food and Beverage Sales Division declined 3.4% year-on-year. There were 44 cases of bad bids for construction work of 2.5 million yen or more in FY2014, with an incidence rate of 13.0%, a significant improvement in the bad bid rate compared to last year.

Continuing from last year, the types of work with a lot of bad tenders are civil works and road repair work.

As a major countermeasure against bidding slumps so far, the “Unsatisfied Extraordinary Estimate Consultation Method” introduced in March of last year with the aim of ensuring smooth business execution contributed significantly to the improvement of the rate of unfavorable bidding in FY2014.

We have also revised the calculation standard to reflect market trends.

[Specific renewal work (large-scale renewal/large-scale repair work)]

Regarding the large-scale renewal and the specific renewal work such as large-scale renovation, I explained on the site of the Meishin Expwy in Shiga Prefecture on the 27th of last month, but since there are many media who could not come last time, I will explain about the construction plan announced in April.

On March 25, we made an agreement change with the Expressway Agency regarding the renewal project and received a business license for the renewal project from the Minister of Land, Infrastructure, Transport and Tourism.

This agreement change and business change permit are charges for the addition of construction such as specific updates to update road structures such as aging bridges to a sound condition, and securing the financial resources necessary for the implementation of the project We have received permission to change the business contents, including extending the collection period for about 10 years.

The implementation of large-scale renewal and large-scale repair work is indispensable in order to continue to utilize the Expressway network function permanently, and it is of course necessary for the company to strive to reduce costs, and the latest We would like to strive for rational and efficient business implementation, including the development and research of repair/renewal technology.

Regarding the target site of the large-scale renewal and large-scale repair work planned this time, there are a wide variety of countermeasures, and after detailed examination of the progress of damage due to further inspections and investigations, detailed construction plans for individual bridges, etc. It is not possible to show all the target parts at present because it is necessary to plan.

Since there is a concern that traffic congestion will occur during the large-scale renewal and large-scale repair work in earnest, considering the impact of the traffic congestion associated with the construction, we will consider the construction and lane operation methods, and Considering route characteristics such as volume and usage situation, if the impact of traffic congestion is large, we will formulate a construction method that also considers the mitigation of the impact of the completion of the network, and make a decision while discussing with relevant organizations and local residents. The large-scale renewal and large-scale repair work to be started in FY2015, which has a fixed outlook, was announced on April 1st on the official website of the Company by "announcement of order forecast for FY2015". We are also strengthening our internal system to implement large-scale renewal and large-scale repair work. From April 1, we have newly set up responsible organizations at five maintenance and service centers preceded by four Regional Head Office and renewal projects, and have begun planning, designing and ordering construction orders, and starting discussions with related organizations.

Lastly, I will explain the issues involved in implementation.

[Reinforcement of crackdown on vehicles that violate weight, etc.]

One of the factors that greatly affects the deterioration of road structures is vehicles that violate vehicle restrictions such as overweight. As shown on page 1 of Material 4, the life of road structures will be shortened due to the passage of overweight vehicles, and as a result, the large-scale renewal and large-scale repair work described above will be required. If such a violating vehicle causes a traffic accident, it may lead to a fatal accident or other serious accident. We decided to strengthen the crackdown on such infringing vehicles and work to eliminate them.

I would like to explain how to strengthen measures for violating vehicles.

Regarding the control of violators, we are currently arranging a vehicle control order control vehicle at the entrance of the interchange to control vehicles that violate the vehicle control order such as weight. We are taking measures to order "spills."

Regarding safety awareness efforts, during the spring traffic safety campaign period from May 11th to May 20th, we will carry out awareness raising activities to prevent violations such as overweight vehicles in service areas. [Publication of investigation and investigation committee report on floor slab bottom sprayed concrete peeling/falling event of steel minority girder bridge]

On September 2, last year, on the Isewangan Expwy Kamigo Taisei Viaduct (Out-bound), the sprayed concrete that was post-installed on the bottom surface of the floor slab fell for environmental measures.

After the occurrence of the event, as in the progress of Document 5, an investigative review committee was set up by an expert in September last year to investigate the cause and consider measures to prevent recurrence. Up to now, the committee has held three meetings, reached a conclusion on February 6, compiled it as a report of the Investigation Committee, and published it today on the official website.

In order to disseminate the lessons learned, etc., both inside and outside the country, we are planning to report the findings newly obtained by this study review committee to academic journals.

 

[Meishin Expwy 50th anniversary]

Next, I would like to introduce the campaign for the 50th anniversary of the opening of the entire Meishin Expwy.

Meishin Expwy opened as Japan's first Expressway, opening up the history of Expressway in Japan, and supporting the commuting and commuting of local communities and the logistics of daily living as a major artery of Japan, supporting the development of the Japanese economy. In commemoration of the 50th anniversary of the opening of all Meishin Expwy on July 1, we will hold a campaign to thank everyone along the line and customers who use it.
