Today we have about four topics.

 

[Business Status (March 2014) (FY2013)]

Please see document 1.

Toll revenue in March was 43,623 million yen, an increase of 4.3% on the same month last year. In addition, the average number of traffic per day was 2,037,000 units, an increase of 4.7% on the same month last year. .
Revenue and units were both positive due to the strong use of the Ken-Ken-O Road the absence of major weather disruptions.

This is the sales situation for the entire fiscal 2013.

In fiscal 2013, toll revenue was 511.5 billion yen, up 2.8% from the previous year, and the average number of traffic was 1,936,000 vehicles a day, up 4.0% from the previous year.

Both the revenue and number of vehicles were positive in FY2013 overall due to the opening effect of some sections of the Ken-O Road and the favorable use of so-called industrial transportation for medium-sized and larger vehicles throughout the year.

 

Next is the construction situation.

We report on the progress of roads scheduled to open in fiscal 2014.

The Sagamihara Aikawa Interchange-Takaosan Interchange 15km of Ken-O Road, which is underway with the Ministry of Land, Infrastructure, Transport and Tourism, will be open on June 28 this year, as already announced. With this opening, Tomei Expwy ・ ChuoExpwy ・ Kan-Etsu Expressway will be linked by Ken-O Road, alleviating congestion by forming a wide area network, strengthening the road network in the event of a disaster, and revitalizing the local area. Support is expected.

At the Samukawa Kita Interchange to Ebina Junction 4km, construction work is currently underway on some bridges, and pavement, signage, and information boards are under preparation.

Shin-Tomei Expressway of Hamamatsu-Inasa from junction Toyota-higashi, but is a 55-kilometer situation between the junction, tunnels and bridges is almost complete, with advance the part of the Cut construction work, to carry out construction work, such as paving and signs, information boards We are.

As reported at the press conferences last month, naturally occurring heavy metals and pyrite have been generated more than expected, and signs of landslides have been seen on multiple cut slopes. There are places where small subsidence has occurred in some of the objects. At present, we are examining countermeasures and examining the construction process while listening to the opinions of experts. We will continue to seek the understanding and cooperation of the local people, and make efforts to open the road.

About 39 km from the Obama interchange at Maizuru-Wakasa Expressway to the Tsuruga junction, the construction of the road itself, such as tunnels and bridges, is almost complete, paving work, signs and information throughout the entire line We are now in the final stages, such as the construction of boards and the construction of rest facilities, and we will work hard to open the whole line of Maizuru-Wakasa Expressway as soon as possible.

The average daily usage rate in March was 91.4%.

 

Next is the situation of the service area.
Sales in the service area in March were 17,171 million yen, up 10.1% year-on-year.

Food & Beverage Sales increased 5% year-on-year. This was due to strong sales in the Tomei service area and parking area.

 

Sales in the gasoline segment were up 23.2% year-on-year. This was due to an increase in refueling volume and an increase in gasoline unit price of 4 yen per liter.

In fiscal 2013, service area sales were 186.8 billion yen, up 3.6% from the previous year.

Sales in the Food & Beverage Sales Division were down 1.8% year-on-year. It is the second year since Shin-Tomei Expressway opened, and sales have calmed down since the first year. In the future, in order to further enhance the attractiveness of the service area, we will work on developing new products and further improving services.

Sales in the gasoline segment were up 19.1% year-on-year. In addition to the increase in gasoline refueling, the average unit price of gasoline increased by ¥ 10 per liter.

 

By the way, a new Expressway toll has started on April 1. Here we report on the situation since April.

First, the traffic situation. According to preliminary figures, the average traffic volume in the jurisdiction from April 1 to 13 is approximately 39,000 units per day, an increase of 1% compared to the same day of the previous year, and is almost flat.

Next is the sales status of the service area and parking area. Sales from April 1 to 13 were up 4.8% year-on-year. Among them, sales in the Food & Beverage Division increased by 1% from the same day of the previous year, and sales in the Gasoline Division increased by 14.3% compared with the same day of the previous year.

We will keep an eye on the situation.

In addition, the new Expressway toll started without major confusion, but we have received many inquiries from our customer center about the change in the discount system, so you can fully understand the contents I don't feel it.

In particular, mileage registration is required for weekday morning and evening discounts. We are strengthening our publicity regarding our new rates and the new ETC discount system on our official website and banners and pamphlets, but we ask for your cooperation so that the media will be able to report on them. [3-Year Plan for Improving Safety]

This report describes the status of the “3-Year Plan for Improving Safety” formulated in response to the Sasago Tunnel ceiling plate accident.

First of all, on the 14th, the 46th Basic Policy Subcommittee of the Road Subcommittee on Social Infrastructure Development compiled and published the "Recommendations on Full-Scale Implementation of Measures for Aging Roads". As specific initiatives for turning the maintenance cycle in earnest, there were recommendations on what to do with the responsibility of each road manager and how to establish a mechanism for running the cycle continuously. We will continue to make preparations for revision of the inspection procedures and steadily execute "3-Year Plan for Improving Safety" while maintaining consistency with these recommendations and the technical standards for inspections set by the government.

The proposal also mentions the enhancement of training as a system for building a maintenance cycle system, but today we are a training facility for training engineers to improve safety on Expressway our company. I would like to introduce the establishment of "E-MAC Technical Training Center". See Appendix 2.

The "E-MAC Technical Training Center" is an event in which our Companies in our Group, Naka Nippon Highway Engineering Nagoya, aims to acquire advanced skills to improve the safety of Expressway, on May 29 ( This facility will be opened in Kakamigahara City, Gifu Prefecture on Thursday.

At E-MAC, electrical equipment and tunnel emergency equipment used on the Expressway are arranged, and by touching the equipment actually used at the site, inspections and work with functional stop etc. can be experienced in real experience. You can do training to learn.

In addition, maintenance of the Expressway may require crossing a vehicle running at 100 km / h from the shoulder to the median. The Expressway crossing facilities for the risk it is simulated experience in the 3D image at the time, also provided with such facilities that can risk prediction training due to simulated scaffolding, wearing safety awareness and sense of security by the hands-on experience, Expressway a danger in the main line We aim to acquire the sensation that safe behavior appears naturally by simulating the experience.

We also believe that improving the technical capabilities of inspection and repair will contribute to improving the safety of Expressway.

At the beginning, training will be provided only to Group employees, but after verifying the results of the training, it will be provided as a training site to engineers involved in road inspection and repair work. .

 

This E-MAC will be released to the media from 15:00 on May 23 (Fri). The details will be announced at a later date, but I would like to ask for coverage.

In addition, we will report on the status of removal of tunnel accessories that will be closed at night on the Hokuriku Expwy announced on February 26. Please see document 3.

Currently, ventilation towers and ventilation ducts installed above the tunnel entrances of the Tsuruga and Imajo tunnels on the Hokuriku Expressway are being removed. To date, we have closed the road for three nights and completed removal of the fifth to third floors of the ventilation tower. Work will continue, and the removal of the remaining ventilation towers and ventilation ducts will be largely completed with the closing of the 12 nights from May 7 (Wed) to May 18 (Sun) at the end of Golden Week.

With this removal, all planned removals of tunnel ceiling panels and ventilation ducts will be completed.

Close roads during low traffic hours from 20:00 to 6:00 the following morning. Please use General National Route 8 for detours in the closed section. Also, when using the Kansai area from Toyama / Niigata or the Toyama / Niigata area from Kansai, use the Tokai-Hokuriku Expwy as a wide-area detour.

【Prediction of traffic congestion on Expressway during Golden Week】

The peak of the congestion of this year's Golden Week period, Out-bound line is May 3 (Saturday), In-bound is a line May 4 (Sunday) and 5 (Monday).

During Golden Week, we forecast 112 traffic jams over 10km in our service area, of which 15 traffic jams will be 30km or more.

We provide traffic congestion prediction information and road traffic information in the traffic congestion prediction guide distributed at hand, on the official website and in the "iHighway Central Japan" which can be easily viewed on smartphones. Please use it before departure and use it to avoid traffic jams.

Also, as we have mentioned before, 50 traffic fatalities occurred on the Expressway our jurisdiction in 2013 and 57 people lost their precious lives.

Based on the characteristics and trends of traffic fatal accidents, we will continue to raise awareness of traffic safety by using various publicity media, and we will also use the police agency in the Spring National Traffic Safety Campaign from April 6 to 15. While cooperating with other organizations, we conducted a call on traffic safety, and conducted a traffic safety event that included igniting a flares and simulating a collision with a seatbelt vehicle.

However, unfortunately, the number of traffic fatalities did not end, and as of April 20, 14 (16) traffic fatalities occurred, and the situation has been increasing at the third fastest pace since privatization. You.

The characteristics and trends in recent years are, as shown in the pamphlet distributed at hand, as a following vehicle crashes or collides with a vehicle stopped on the Expressway due to an accident or breakdown, or a person who gets off the vehicle. "Personal accidents", which are hit by subsequent vehicles, account for the majority of traffic fatal accidents.

I would like to ask again, but if you stop by accident or breakdown when using the Expressway, do not overestimate that `` the following car will notice '' and use a flame tube or triangle plate etc. Please give a signal to the following vehicle with a stop indicator. Then, evacuate to a safe place such as outside the guardrail while watching for the following vehicle, and protect yourself, then report the accident or failure status by emergency call or $ 9910.

Also, while driving, keep in mind that there may be unexpectedly stopped vehicles or people in front of you, so please pay attention to the front and try to drive safely.

The location where the accident occurred was the median strip of a relatively new standard, but it is very disappointing that this accident occurred. We do not yet know the details of the situation while driving, but we do understand the cause of the accident and would like to respond if there is something we need to address.

Please tell me the investment amount of the E-MAC Technical Training Center, the training period, and the number of participants of the training. Also, please let me know if other Expressway companies have similar facilities.

The investment is about 800 million yen.

About 120 days a year, a total of 1800-2000 people will be trained. Other companies have heard that East Japan Expressway has set up a technical training center in Takasaki, Gunma Prefecture.

Until now, facility inspection training was conducted on-site through on-the-job training. This is the first time that you can experience the dangers of crossing a Expressway using 3D images, as in this training center. The facilities to be set up this time are real or similar in size to the real ones, and since this is a fairly large scale training center, I think that the training is effective.
