Conference Summary

(Moderator)

Now that it's time, let's start the regular press conference. Well, then, I'm looking forward to working with you.

(Chairman)

NEXCO CENTRAL Hironori Yano, Chairman and CEO

Apparently Hi everyone.
There are several projects today, but I will explain them in order first. First of all, regarding the current state of business in October, which is the current state of business on the Expressway, toll revenue was down 20.2% from the same month of the previous year. Of these, high speed is -19.6% and Ichiyu is -15.4%. The number of passengers is + 1.0%, the breakdown is + 0.4% for highways and + 3.6% for Ichiyu. Despite the slight increase in the number of passengers, the decrease in toll revenue is due to the fact that the toll discount amount has increased significantly and the revenue has decreased. We report monthly on the number of vehicles passing by. Light vehicles account for 105.1%, ordinary vehicles account for 102.3%, medium-sized vehicles account for 92.5%, large vehicles account for 91.9%, and oversized vehicles account for 92.0%. It is 100.4%. It's the same every time, but it's a high-speed growth. For your reference, if you mention the mileage, light cars, etc. 114.9%, ordinary cars 113.4%, medium-sized cars 93.6%, large cars 93.8%, oversized cars 93.2%, total 107.0% so far It is the same as the tendency of. The pedestal kilometer is due to the longer trip length. Then, although it is an ETC discount, it is 30.1 billion yen, which is an increase of about 18.1 billion yen compared to a year ago. The increase in the discount amount was 66.5%, and as a result, the ETC discount rate for this month was 44.5%. Since the toll revenue without ETC discount is 67.7 billion yen, it is + 3.8% compared with the case without ETC discount.

Since then, the construction situation hasn't changed so far. I will omit the explanation.

Regarding the situation of ETC, it is 84.7% in the current month and 77.0% in the same month of the previous year, so it has increased considerably. If you take the last week, 85.2% from November 6th to 12th and 85.1% from October 2nd to 8th, a month ago, so you can think that it is almost flat. .. This is actually the first time that the percentage has exceeded 85% on both weekdays and holidays, and I think that the penetration rate is steadily increasing. The cumulative number of on-board units installed is 28.67 million.

Next, regarding the status of the service area, sales are 106.7%, which is an increase of 779 million yen. Looking at the breakdown, the food and beverage department is 105.9%, the product sales department is 107.9%, and the total food and beverage sales is 107.2%. Holidays account for 110.6% and weekdays account for 101.2%. The service department is 105.9% and the GS department is 104.7%. The quantity of refueling is 133.9%, but the unit price difference is gradually narrowing, and in October it was 35 yen / L difference compared to last year. This month was 129 yen / L and last year was 164 yen / L, but the current situation is that the unit price difference was compensated for by the quantity, and the overall result was positive. The advertising department is originally small, so the percentage looks large, but it is 288.9%. The above is the current state of the business.

Next, I would like to report on some topics. First of all, the Tomei Expwy Makinohara District Earthquake Disaster Review Committee held the final round at the end of last month, and after the briefing, I think that many of you attended, but today I would like to report on the situation after that. I mentioned that there are 320 locations last month, but the number has increased to 380 as a result of subsequent studies. Please report from Managing Director Yoshikawa including such matters.

(Managing Director Yoshikawa)

Report of the Earthquake Disaster Review Committee I will explain based on this material.
As the Chairman has just said, the final report will be made on October 27, and I will report on this result. As I mentioned earlier, the results of the study have already been reported to the press at the briefing, so I would like to briefly explain them.
2. 2. On the other hand, it is written as an analysis of the cause of the slope collapse.
As I said before, five causes have been inferred. Therefore, I would like to explain the restoration measures on the next page.
We have decided on this restoration measure in this way. First of all, there are two major basic policies, one is to use a construction method that does not have a significant impact on main line traffic. The other is to put safety first and make decisions by comprehensively considering workability and economic efficiency.
The plan and cross-section are drawn at the bottom, but as you can see here, mainly the addition of steel pipe pile workers. We are planning to carry out this restoration in such a way that we will dig a well to collect water, improve the ground, and then perform water collection boring and connection of steel pipe piles.
In addition, we would like to complete this restoration by the rainy season in 2010 and next year, so we have already started construction from October 29th. The preparatory work is currently underway.

Next, on the next page, I will explain the extraction of embankment points similar to this collapsed place and countermeasures.
As I explained last time, I extracted it on the desk. This is a place that is very similar to Makinohara, so the embankment of the terrain where water easily collects, and the material used for the embankment is easy to slake, so the geology is easy to clay, and the height is 10 m. At the time of this committee's report, there were 320 places, but after that, we reviewed and scrutinized them to 380 places.
It was a relatively new generation of geology, the geology of the Cenozoic era, but I chose that number, but the major change is to try to target the older geological formations as well. As a result, 380 locations were extracted on the desk. This part is not a dangerous place immediately, but I chose it on the desk for the time being. We would like to carry out on-site inspections, etc. in the future, investigate this in detail, and take measures for necessary items.

The last page is for reference, writing about the members of this committee. That is all.

(Chairman)

Now for the next topic, there are about four announcements. At first, the Meishin Expressway Ibuki PA (Out-bound) has been renewed, and the Expressway on December 12, and the convenience store "Daily Yamazaki" will open for the first time in Shiga Prefecture. Will be open. "Ajidokoro Shinozaki" is a famous soba restaurant with its head office in Otsu City. As a result, there are 11 unique tenants and 44 convenience stores within our jurisdiction.

The next theme will be announced today, but Expressway lunch box "Hayaben" will begin. Since December 5th, we have incorporated seasonal and local ingredients. We have decided to release a bento that can be warmed for the first time from this time. Reservations can be made early from November 27th. The detailed menu is as shown in the materials at hand.

The next theme, which will be announced today, is that we will start pre-ordering osechi dishes from famous restaurants that handle "Hayaben" at the NEXCO Online Mall We will accept reservations in limited quantities from November 20th to December 23rd. We have prepared 16 types in total. It is as shown in the list at hand.

Next, another theme for today's announcement is the start of reservations for year-end gift products at Online Mall We are planning to accept reservations until December 20th as a year-end gift product by selecting local specialties and special products. We have popular products such as Matsusaka beef and Meiho ham.

The above four items have been announced, but next we have decided to start the "Lover's Sanctuary" winter drive promotion. In addition, Hokuriku Expressway Ariisokai SA (Out-bound), and now there are four places that have been certified as "Lover's Sanctuary". They are Suizu PA, Lake Hamanako SA, Lake Suwa SA, and Arisoumi SA. The contents of the winter drive promotion are as described, such as issuing a drive guide, holding various events, providing a drive pack, announcing on the WEB site, as it is planned to be sponsored. , Municipalities and tourist associations, we will proceed in cooperation with various places. The unveiling ceremony of Ariisokai SA will be held on Saturday, December 19th. The certified locations so far are as shown on the map at hand.

Next, we held the 1st SA / PA Customer Service Contest, and as a result, the Grand Prix was decided by Mr. Shibata In-bound On October 30th, the Japan election was held, and Mr. Shibata was awarded the Grand Prix from among the approximately 7,500 SA / PA employees. The customer service contest is the first initiative for the company as a whole with the aim of improving the level of customer satisfaction (CS). There is a list, but there was one Grand Prix, one for each category, and a total of four people were awarded. Regional Head Office so far, but this time I'll give it to the whole company. After all, it is our mission to provide better service, so we have carried out this time to encourage you.

Lastly, regarding the issue of the global environment that I report every time, today there is a project to make trees live longer, so I would like to ask Mr. Inokuma, who is in charge of this.

(Manager Inokuma)

I'm Inokuma, General Manager of Technology Development Department. As it is an environmentally friendly initiative, I would like to report this time as an activity to make the trees on the site Expressway live longer.
There are two types of activities: "a method of replanting a tree as it is" and "a method of replanting only the root stock of a tree".
The target trees are "precious trees", "trees that match the local ecosystem", "trees that are in good shape", and "trees that are not marketable".
These activities have been carried out in the construction projects of Shin-Tomei Expressway, Shin-Meishin Expressway, Isewangan Expressway and the reconstruction project of Tomei Expressway.
Two photos are shown below, but the one on the left is the Shizuoka SA tentative name of Shin-Tomei Expressway, but it is a construction site. In 2009, I transplanted the Kaya tree shown in this photo, a Kaya tree with a height of 15m. The current situation after 3 years is on the lower left, which means that it is growing in this way.
Then, on the right side, Kariya PA at Isewangan Expressway was transplanted in 2001. This is a Japanese oak tree with a height of 12m. This is also the situation in 2009, eight years later, and it means that it is growing in this way in Kariya PA.
In the future, we would like to continue to carry out such transplantation and longevity of trees in the construction project of Shin-Tomei Expressway, etc., and contribute to biodiversity through the conservation of local ecosystems. I will.

(Moderator)

So I'd like to take your questions.

(Reporter)

Regarding the case of Tomei Makinohara, it is said that the number of target locations has increased by 60, but there was an explanation that it increased because the old strata were also targeted, but I would like you to break it down a little more.
What kind of criteria did you use to expand the scope?

(Managing Director Yoshikawa)

Initially, we planned to target the relatively new "Cenozoic" strata that are easy to slake, such as mudstone. The Cenozoic is about 65 million years ago. This time, the main point is that we received the opinions of experts and rechecked the old strata, the Mesozoic and Paleozoic, because there is no evidence that slaking does not always occur. In addition to that, there are fluctuations due to scrutiny of drawings, but the main points are such.

(Reporter)

Is it okay to expand the scope after receiving an expert's indication that slaking may occur in older strata, which was excluded because it is safe from the beginning?

(Managing Director Yoshikawa)

Yes.

(Reporter)

Where exactly did it increase?

(Managing Director Yoshikawa)

The number of Hokuriku Expressway has increased from 20 at the beginning to 90. On the contrary, 30 places have decreased to 20 places Higashi-Meihan Expressway It is an increase of 60 points.

(Reporter)

Please tell me about 3 main points on the Tomei Expwy

(Managing Director Yoshikawa)

I will answer later.

(Reporter)

Is it okay that the number of Higashi-Meihan has decreased by 10 because it does not meet the conditions as a result of reviewing the drawings?

(Managing Director Yoshikawa)

Yes.

(Reporter)

Is there a change in the inspection schedule due to the increase in the number of locations?

(Managing Director Yoshikawa)

Not available. We are planning to finish this year by the end of March.

(Reporter)

The point from the experts is that by October 27th, I received such a point and scrutinized it again.

(Managing Director Yoshikawa)

After October 27th.

(Reporter)

Did you review it in-house?

(Managing Director Yoshikawa)

It means that we examined it in-house and reviewed it based on that standard. We will inform you about the number of locations later.

(Chairman)

We would like to keep you informed of any changes to this plan in the future. Also, if you have any questions during the process, please do not hesitate to contact the company.

(Reporter)

Continuing from Makinohara, I think the committee the other day recognized that this issue was common not only in Central Japan but also in the jurisdiction of eastern and western Japan, but I think that Central Japan would advise both companies. Do you have any ideas to do it?

(Chairman)

We have reported to each company about the initial status of consideration, but it is up to each company to decide how to proceed after that.

(Reporter)

Please tell us how Chairman Yano will deal with this issue again for users, as it was last time.

(Chairman)

Thanks to everyone's support and cooperation, I am really glad that we were able to restore it even though it was a temporary restoration in 5 days. In the future, I will thoroughly inspect similar parts, and I think that safety is the most important thing, so I would like to prepare for the future.

(Reporter)

I think that it was a part of the embankment that I was not very interested in until now, but in the wake of this happening, for example, I reviewed the internal earthquake resistance and safety measures so far in other respects. Is there a point?

(Chairman)

The biggest problem I was aware of was the bridge. We have done everything about this, and the seismic retrofitting has all been completed in terms of starting. There are still some things that haven't been completed yet, but I think they will be completed soon.
Since then, concrete debris has fallen off due to aging, and since this has also been seen here and there, we have taken an emergency system since last spring to take measures against the peeling off and have made necessary repairs. We have also decided how to proceed in the order from now on, so I think that this will be done as planned.
As a result of working hard for a year, I thought that it was necessary to take measures against aging in earnest, so I made a 100-year road plan from this spring and tried to make it a healthy road even after 100 years. Therefore, we are planning to organize a project and borrow the wisdom of outside teachers.
As for the embankment, I was really scared after experiencing this disaster, so I would like to do something like the one I explained earlier.
It was around the time of the Bon Festival when the road was closed, so I'm really sorry for the inconvenience caused to many people, but I would like to make efforts to prevent that from happening in the future.

(Managing Director Yoshikawa)

Regarding the question you asked earlier, the inspection points of Tomei are roughly shown between the interchanges, but about 10 points between Oi-Matsuda Oi-Matsuda IC and Shimizu IC. There are about 60 places, and this is a relatively large number of places. Then there are about 10 locations between Yoshida IC and Okazaki IC on the Tomei Expressway, so there are about 80 locations on the Tomei Expressway.

(Reporter)

In the talk about the new administration, from yesterday Expressway, but I think that it is difficult to see, but such a movement has come out in the administration. What are your thoughts on your situation?

(Chairman)

We are paying close attention to the discussion, but we would like you to discuss it from various angles and reach a conclusion.

(Moderator)

If you don't mind, this is the end of today's regular press conference. Thank you very much.
