[Development of new inspection method for fatigue cracks in steel deck of bridge]

Next is a topic on technology development. Please see Document 3.
As part of our efforts to improve safety, we are developing technology aiming at “higher inspection and efficiency”.
As one of them, we will report on "Development of new inspection method for fatigue cracks occurring in steel deck of bridge" which is the first time to introduce this time.
This is a technology developed by our three companies, Nagoya University and Mitsubishi Hitachi Power Systems Inspection Co., Ltd.
Currently, Expressway structures are inspected every five years by visual inspection, tapping, and palpation.
This technology is capable of understanding fatigue cracks that occur in steel decks of bridges.
Steel deck slabs are used in special types of bridges such as Meiko Triton that require weight reduction.
As shown in Figs. 1 and 2, the steel deck is composed of deck plates and U-ribs.When a large vehicle traffic load including overload passes, the deck progress cracks from the joints as shown in Fig. 4. There are two types of fatigue cracks that can occur: bead-propagation cracks.
If such a fatigue crack occurs and penetrates, it may cause damage such as damage to the pavement at the top, which may affect the running safety of customers. Therefore, it is important to understand and take countermeasures as early as possible. Is required.
Therefore, regarding the ultrasonic flaw detection method that can non-destructively inspect cracks inside such steel materials, instead of the conventional technique of performing two-dimensional flaw detection as shown in Fig. 5, three-dimensional flaw detection is performed as shown in Fig. 6. We focused our attention on the phased array ultrasonic flaw detection, which is a technology, and proceeded with the study.
As a result, it was confirmed that the newly developed phased array ultrasonic flaw detection method simultaneously and accurately detects two types of fatigue cracks at the initial stage.
Specifically, deck-propagation cracks can be detected from a fatigue crack depth of approximately 2 mm, and bead-propagation cracks can be detected from a depth of approximately 3 mm.
In addition, this technology is expected to be able to detect these two types of cracks by self-propagation, and to more accurately understand internal cracks that could not be confirmed until now.
We are currently considering establishing an inspection and operation system and aim to put it into practical use in fiscal 2018.
In the future, the Group will continue to develop technologies for more sophisticated and efficient inspections using ICT technology to further improve inspection reliability.

[10,000km Expressway supports foreign tourists visiting Japan]

Next, please see Document 4.
This is an introduction of the nationwide version of Japan Expressway Pass, which was announced yesterday for foreign tourists visiting Japan using a rental car.
With the goal of "40 million foreign tourists visiting Japan by 2020" set by the government and strong inbound demand, we will continue to proactively respond to inbound travel toward the realization of an advanced tourism country. I've been working on it.
As part of that, in addition to the expressway flat-rate unlimited pass for foreign tourists visiting Japan who have been planning and selling each expressway company so far, we are pleased to announce the addition of the nationwide version. The Japan Expressway Pass for foreign nationals visiting Japan will be on sale from October 13, 2017.
This product, if a foreign customer rents a rental car at a designated rental car store and applies for this pass and uses the expressway to use the ETC, the expressway will be flat-rate in the nationwide area. It's an affordable and convenient product that allows you to ride as much as you want for up to 14 days.
In addition, the local version of the flat-rate unlimited ride "Central Nippon Expressway Pass," which we have been selling for a long time, is also in good sales. I received This year, we are growing 1.4 times faster than last year.
We are also working to provide various services to foreign visitors to Japan so that they can use the expressway comfortably and comfortably.
For example, by 2020, we will outline numbering signs as road guides that are easy for customers to understand.
In addition, we have 51 SA/PA concierges in our jurisdiction that use translation tablets to provide multilingual expressway guides and nearby tourist destination guides. We are responding to.
In addition, we provide Free Wi-Fi service at 161 SA/PAs in our service area.
The Group will continue to enhance its services to meet inbound tourism demand and contribute to the realization of a high-quality tourism advanced country.

MC

These are the topics we have prepared today. Now, let's receive your questions.

Reporter

In August, there were a series of accidents on the Chuo Expressway Expressway, and 6 people were seriously injured in Mizunami, 10 people were killed and injured in Tajimi, but again, regarding both cases, the president's acceptance and your response, and then I would like to know if you have any policy regarding this matter that you should take in the future.

President

As we all know about the sediment spillage in Mizunami, we would like to express our sympathies to those who were injured. Currently, the area where the accident has occurred is accessible, but as a protective facility, large sandbags are lined up and the speed limit is set to 50 km. If safety is confirmed, we would like to remove the large sandbags and finally install a guard rail etc. so that we can run the original 80 km. Currently, the police and the prefecture are conducting an investigation, and companies that have leaked waste have also been given orders to remove it, so while watching the progress of the work, we would like to continue to restore the original shape. I will. We are currently in the process of discussing this matter, including expenses such as the removal of sediment.
Expressway, but also I think that there is a question regarding the fact that from the off-site come jump is various things, We are on a regular basis patrol and inspection, including around the road site, if dangerous thing is found , If there is something I want you to remove, we continue to respond by asking the land owner to remove it. If such a response cannot be taken, we may take a self-defense response for defense. It is difficult to deal with industrial waste like this one because it is difficult to see from the outside, and we are now thinking about what to do.
Regarding Tajimi's accident, I was working while controlling the lanes, but unfortunately, there was a major accident in which the workers were killed or injured. According to newspaper reports, the driver was looking at a smartphone, but I think police will eventually determine the final cause. Since we often have accidents where cars jump into the lane regulations, we are working to develop the safest system, equipment and materials as much as possible. For example, even if a truck comes in, do not come into the lane regulation, sound an alarm early, mechanize work on the road as much as possible, work with a small number of people, etc. I think that there are various measures, but I would like to reduce similar accidents as much as possible by such measures.
On the other hand, driving while looking at a smartphone may lead to unfortunate accidents, so we would like to see this nation-wide move toward eliminating this. I would like to ask everyone in the press.

Reporter

It is said that you are consulting with the other party about the Mizunami sediment outflow accident because it is expensive, but this is to proceed with the settlement negotiations in the sense that you ask the other party for the damage incurred by your company. Should I understand that it is?

President

By law, you're supposed to be able to charge for the costs of returning to the way it was before the accident, such as restoring it to its original shape.

Reporter

It's fine as much as possible, but please tell us how long such a conversation started, what kind of expenses it is, and about how much it will be.

President

Since the earth and sand have flowed out, there are costs for removing the earth and sand, transportation costs for the earth and sand that have been removed, and costs for the restoration of the guard rail that will occur in the future, but there are also costs that will be incurred in the future, and I do not know how much it will cost. Therefore, I am telling the other party that there is such a thing.

Reporter

Does it mean that the other person has a policy of dealing with it in good faith?

President

I don't know the situation, but I'll be negotiating from now on.

Reporter

Does it mean that negotiations have begun?

President

I wonder if it should be called negotiations, but I am raising such a problem.

Reporter

I think that a phenomenon similar to what was expected, such as sediment coming in from the outside of the site, occurred, but because there is a similar risk after that event, for example, an inspection or a new land Did you have any specific measures after that, such as having discussions with the owner?

President

As I mentioned earlier, we regularly patrol to inspect dangerous areas. Except for things that do not look like this accident, for example, check the debris flow prevention device and the space where dirt and sand accumulate in places that cross the valley. doing.

Reporter

Regarding the Tajimi accident, the press base pointed out that the smartphone was the most important cause, but conversely, in the part of your lane regulation, this time it is a recognition that there was negligence on your side, or the problem is Please tell me if it is a stance that you will strengthen the measures I mentioned earlier so that this kind of thing will not happen again.

President

The lane regulations this time are also implemented according to the rules, so I think that there was no particular problem. In the future, we would like to develop materials and equipment that make regulations as easy to understand as possible so that accidents can be avoided, and promote automation to prevent accidents.

Reporter

Shin-Tomei Expressway of the ShinShizuoka IC from MoriKakegawa IC there is from a previous story that attempts to maximum speed 110㎞ in the interval of up to, it has come out recently to talk, such as that they are starting from November. I think that you are required to take various actions, such as how to respond to this, and change the speed display, etc., but I think that there may be challenges in terms of schedule and safety, so how do you feel? please tell me.

President

I think the police will decide when to try 110km, but there is a rough process, so we are changing the speed display board and so on. Specifically, we are working with the police in order to prepare for the display of 110 km instead of the 50 km, 80 km, and 100 km displayed so far.

Reporter

I think 110km is a safe speed for design, but if there are any further safety measures, please let me know.

President

I'm not thinking about new things right now. As you know, the original design is linear so that you can safely drive 120 km. I think the police will consider various things such as driving methods and speed regulation.

Reporter

There was a case in which there was some damage on the Tsushima Viaduct in Higashimeihan and a piece of concrete fell on the city street below. Fortunately, it didn't have to hit people or cars, but I think it would have been a good thing if it hits a 9m high and weighs 8kg. As a local, you don't have to worry if something similar happens. I heard that the viaduct has been in its own way for some time, but please tell us how much you know about measures to prevent similar accidents and similar cases, and what kind of measures you are taking.

President

With respect to concrete structures, when a considerable amount of time has passed after construction, events such as cracks and the infiltration of water inside the cracks causing the reinforcing bars to rust and peel off occur. In response to this, we are particularly striking the places where people and cars pass underneath the bridge by tapping sound, and if there are any abnormalities, we are taking measures to prevent them from falling, such as stretching a fiber sheet. Although it was said to be a city road earlier, we are proceeding from places with a large influence such as national roads, and at the place where concrete pieces fell this time, we did not take measures to prevent falling such as fiber sheets, so it is like this time A case has occurred. Regarding the viaduct where concrete pieces fell this time, we would like to promptly inspect and confirm the safety, and we will promptly take measures such as putting up a peeling prevention sheet at similar places.

Reporter

When it comes to giving priority to national highways, do you mean that there are many similar places?

President

I checked all the small roads that people would pass through, but this time I did, but I was sorry that the result was that no deformation was found. Since the inspection is proceeding properly, I do not think that concrete pieces will fall in various places.

Reporter

Does it mean that you have already started discussions with the trader who released the sediment about the Mizunami sediment spill?

President

It means that there are contacts.

Reporter

Can you say that you have already billed?

President

As I said earlier, I have to understand that you are talking about such things as the total cost has not been decided yet.

MC

It seems that your question has been interrupted, so this is the end of your regular meeting.
