The first is the business overview, August.
Fee income in August was 44,635 million yen, up 8.0% from the same month the year before.
The breakdown is 41,622 million yen, 10.6% increase in high speed, and 3,013 million yen, 18.5% decrease in one-owned.

The breakdown is that the high speed averages 1,598,000 units per day, an increase of 8.0%. Ichi had 551,000 units, an increase of 30.8%. With regard to the number of traffic, in addition to the impact of the free social experiment centering on general toll roads, the toll sections such as highways were blessed with weather during the summer vacation. It was a plus. It should be noted that the number of passing traffic reached its highest level in August after privatization. Regarding toll income, although there was an influence of the free social experiment, in addition to the increase in traffic volume even in toll sections such as highways, there are times when the special holiday special discount application date during the Obon season was set according to the calendar. The fee income also increased year on year. The ETC discount amount for this month was 34.2 billion yen, which is a 7.1% decrease from the same month last year of 36.8 billion yen. The discount rate is about 43.4%.

Regarding the status of the second construction, the name to be opened this year will be decided in a later topic, so I will report it at this time as well.

It is the situation of the third ETC. In the latest 9 / 3-9 / 9, the daily average number of vehicles used was 10.2% negative compared to 8 / 6-8 / 12. The daily average utilization rate is 82.0% to 81.7%, a negative of 0.3%. By weekday, both weekdays and weekends and holidays average utilization rates fell from 82.0% to 81.7%, 0.3% negative, and both weekdays and weekends and holidays also decreased. The cumulative number of vehicle-mounted devices installed at the end of August was approximately 32.15 million, an increase of 1.1% compared to the end of July.
Next is the status of the service area. Sales in the service area in August were ¥ 20,555 million, 102.9% of the previous year's level. Especially Kisei road is 140.5%, Shin-Meishin Expressway 112.8%, ordinary toll roads were strong and 108.0%. By category, the “Food and Food Sales Division” increased 102.3% year-on-year to ¥ 349 million. A further breakdown of the “Food and Beverage Sales Division” is that the “Food and Beverage Division” increased 103.2% from the previous year by 32 million yen, and the “Food Sales Division” increased 103.4% from the previous year to ¥ 317 million It is increasing. Subsequently, in the “service sector (rest-in, bath)”, due to the effect of large-scale improvements, it decreased by 80.3% year-on-year by 10 million yen. In the “GS division,” the refueling volume was 99.6% of the previous year's level, down from the previous year, but the unit price difference was 9 yen, so sales were up 105.3% year on year, increasing by 236 million yen. Has become. The above is the overview for August.

Next, I would like to talk about the second topic, the emergency restoration of the Tomei Expressway (between Oi-Matsuda and Gotemba) that was damaged by Typhoon No. 9. Around 16:30 on September 8, there was a landslide in the Tomei Kitahata tunnel between Oi-Matsuda IC and Gotemba IC. With the cooperation of all concerned, the emergency restoration work was completed at 19:25 on September 17th. Managing Director Yoshikawa will explain the circumstances during this period.

(General Manager, Maintenance & Service Business Division, Yoshikawa)

I'm Yoshikawa, the general manager of the maintenance and service business division. I will explain the details based on the materials you have. As explained earlier by the president, the Oi-Matsuda IC-Numazu IC was closed due to abnormal rainfall at 14:10 on September 8. Then, at 10:40 on September 9, the Oi-Matsuda IC-Gotemba IC In-bound line, where there were 3 lanes, was operated in 2 lanes and the road closure was lifted. At this point on both the upper and lower lines, the road closure was lifted. However, since earth and sand had accumulated on the embankment on the In-bound line, the In-bound line was closed from 21:00 on September 10th, and there are left and right routes for the Out-bound line in the renovation section. , We secured traffic by reverse operation using the right route of the Out-bound line for the In-bound line, and carried out emergency restoration work for the In-bound line. At 24:00 on September 10, National Highway No. 246 was closed in Oyama Town, Shizuoka Prefecture, so based on a request from the Ministry of Land, Ministry of Land, Infrastructure, Transport and Tourism, Transport and Tourism, we will take free measures for tolls between Tomei Gotemba IC and Oi-Matsuda IC. have started. This free measure was implemented for 5 days until 24:00 on September 15th. During this period, about 25,000 cars received free measures. Then, at 19:25 on September 17, the emergency restoration work for the In-bound line was completed and both the up and down lines were fully opened.
This is the second graph of the rainfall situation in the document, but it describes the rainfall situation of our Ayuzawa Observatory. In this graph, the horizontal axis shows the passage of time, and the left side of the vertical axis shows the amount of rainfall per hour as a bar graph. The right side of the vertical axis is the continuous rainfall, which is shown in a line graph. In the end, it was a large rainfall with continuous rainfall of 431 mm and maximum hourly rainfall of 100 mm. For reference, the pre-traffic criteria between Oi-Matsuda IC and Numazu IC are listed below the graph. Our rule is that traffic will be closed when continuous rainfall exceeds 350 mm, or when combined rainfall and continuous rainfall exceed 220 mm and hourly rainfall exceeds 50 mm. At 14:10 on September 8th, the continuous rainfall exceeded 220 mm and the hourly rainfall exceeded 50 mm due to this combined rainfall, so we closed the road in advance.
Next, on the second page, the locations, etc. of the eight main locations affected by Typhoon No. 9 are shown. Of these, the above two (1) and (2), the west wellhead of the Kitahata tunnel, were the most damaged, so restoration work was carried out. This is Attachment 1 on the next 3rd page. This is a landslide in Sawabe of the Kitahata tunnel. As shown in the figure, collapsed earth and sand flowed from outside the site onto the main line. It is about 2500 cubic meters of earth and sand. In order to remove this earth and sand, we closed the In-bound line and carried out the earth and sand using the main line in the flow of steps 1 to 3. Attachment 2 on the next page shows the situation at the west wellhead of the same Kitahata tunnel. The photo shows the situation of collapsed sediment and restoration from the upper part of the tunnel. The collapsed sediment was about 680 cubic meters. At this point as well, we used the main line to carry out earth and sand, fallen trees, etc. The last page describes the future restoration plan. Since this is an emergency restoration, we have established a provisional standard that makes the road closure standard stricter than the original standard in case of further rainfall. The contents are continuous rainfall of 300 mm, combined rainfall of 200 mm, and hourly rainfall of 40 mm.
Two WEB cameras are installed at the site for constant monitoring. Ground extensometers are also installed at three locations for monitoring. After that, we conducted a field survey by experts and a survey from the sky using a disaster prevention helicopter along with the disaster. In the future, I would like to conduct a more detailed investigation and consider the specific construction method and scope of this restoration while receiving the opinions of experts. However, since this collapsed part is outside the Expressway area and outside the site, we would like to start the construction based on local consultations and various procedures with related organizations when carrying out this restoration work.
Finally, we picked up about 260 similar places where debris and driftwood from swamps outside the Expressway area could flow into the Expressway area due to abnormal rainfall, and conducted an emergency inspection focusing on debris flow. As a result, there were no areas that needed urgent action, but we would like to continue to monitor them.

(Chairman and President)

As for the third topic, the road name between Higashi-Meihan Expwy Nagoya-nishi JCT and Takanee JCT will be changed to "Mei-Nikan Expwy". Ministry of Land, Infrastructure, Transport and Tourism is expected to cause traffic congestion on National Highways 23 and 1 due to the reinforcement work on National Highways No. 23, Kisogawa Ohashi and Ibiha Nagara (Ibiwa) Ohashi. As a result, Isewangan Expwy 's Tobishima (Tobishima) IC to Mie Kawagoe IC will be discounted up to 5%. (Moderator)

So I'd like to take your questions.

(Reporter)

I was replaced by the Minister of Land, Infrastructure, Transport and Tourism in relation to the Democratic Party's administration, but I would like to ask you some questions regarding that. Has the president met before becoming a minister, what kind of impression did you have, if any, and is there any plan for your future meeting?

(Chairman and President)

When I took office on June 28th, I would like to say hello. I don't know the date, but I think it's the beginning of July. Then, yesterday, the presidents of NEXCO companies were called to say hello. All we have to do is to say hello to the new Minister Mabuchi. I met them twice.

(Reporter)

Yesterday, there was no particular talk, but there are also reports that there is a difference in the way of thinking about Expressway former Maehara Minister. In relation to that point, there is also a report that a new one will be released within the year, but it is also good for the prospects, requests, impressions of future high-speed tolls, but I wonder if there was anything particular about that yesterday.

(Chairman and President)

Since yesterday's greetings were sent to a large number of people, I will not go into detail. I understand that the minister is talking about various newspapers immediately. I've been working with former Minister Maehara until now, so I don't think it's possible to change that in the big direction.

(Reporter)

Regarding that point, the president wanted you to present it quickly, but is it the same when you decide the direction?

(Chairman and President)

Since the current convenience enhancement will end on March 31, next year, if you do not add a new fee system anyway, I think that it will be a great trouble for those who will use it. It is said that the new minister is at the right time, and the Diet, the Ministry of Land, Infrastructure, Transport and Tourism and the Democratic Party's Policy Research Committee, and the three organizations, so we would like to keep an eye on it.

(Reporter)

Mei-Nikan Expressway, it means that a new section will be opened during the year and the name of the business section will be changed along with it. As an image, will it be opened within the year or next year?

(Chairman and President)

What I can say now is within the year. There is no doubt that it will be until March 31st next year.

(Reporter)

It's a subtle feeling. Is it hard to say more than that?

(Chairman and President)

Yes, I can't say a little.

(Reporter)

Although the Expaser was opened, it seems that in some interviews it was said that it was a business category other than Expersa, but I do not get a little impression, but how to develop the service area / parking area in the future , What does the president draw?

(Chairman and President)

Last time, when I announced the name of the expert, there were 3 places, Ashigara, Taga, and Goshosho, so when I went In-bound Out-bound, there were 5 places in total, this time I started with the explorer. At that time, I said that we will carry out three major renewals. In addition, we would like to decide the naming by considering the results of the five places we opened this time, whether or not to use the name of the expaser as it is.
