[Tomei Expwy Uri Tunnel Lighting Lamp Fall Event]

Please see document 1.

On Saturday, August 15th, around 17:30 at the Tomei Expwy Toyokawa Interchange (IC) to Mikkabi Junction (JCT) at the Uri tunnel In-bound line, the lighting fixtures and power cables drooped down, and a large freight car contacted the left side. An event occurred that damages the side mirrors. With this event, it had not damage the customer's vehicle, also, by the inspection for safety checks immediately after, Tomei Expwy and inconvenience apologize in a traffic jam on the customers you use, Expressway to your We sincerely apologize for the concern to our customers.

Based on this event, we have established the "Tomei Expwy Uri Tunnel Lighting Lamp Fall Event Investigation Committee" for the purpose of investigating the cause and examining future countermeasures from a technical and professional perspective. , The first study meeting was held on Friday, September 11.

At the study meeting, we will confirm the specifications, inspection status, and surrounding environment of the dropped lighting fixtures, and will continue to study in order to investigate the cause based on the detailed investigation of the dropped lighting fixtures. It was. By the end of the year, we plan to summarize the causes that led to the fall and future countermeasures.

Next, I will report the results of an emergency inspection of a tunnel that uses the same type of lighting equipment as the Uri Tunnel In-bound line.

In response to the event that the lighting equipment on the In-bound line of the Uri Tunnel fell, we started an emergency inspection of the tunnel from midnight on the day of the event. After that, an emergency inspection was conducted on 11 tunnels that use the same lighting equipment as the tunnel.

There are about 13,000 lighting fixtures for the 11 tunnels that use the same type of lighting fixtures as the Uri Tunnel. As a result of an emergency inspection, we removed a total of 18 lighting fixtures for the three tunnels. It was Although the removed lamps were not in a situation where they would fall immediately, we decided to remove them with the highest priority on safety.

The three tunnels are under construction for renewal of lighting fixtures, and the replacement of lighting fixtures is scheduled to be completed by March 2016.

On the other hand, in the 3-Year Plan for Improving Safety, double safety measures to prevent falls by winding wire rope etc. around the tunnel lighting fixtures that have been recommended since before have been completed for all tunnel lighting fixtures by March 2016. I will let you.

We will also carry out emergency inspections of the lighting equipment in all tunnels, and by March 2016 we will finish the inspection of all tunnels. We want to complete some of the 10 tunnels of Maizuru-Wakasa Expressway, which is a two-way traffic section that requires suspension, as soon as possible by the end of June 2016.

[Current status of business (July, August 2015)]

Please see page 1 of Document 2.

Regarding the operating situation, toll revenue in July was 55,060 million yen, an increase of 1.1% from the same month of the previous year, and the number of traffic per day was 1936,000 units, an increase of 1.9% from the same month of the previous year. have become.

Toll revenue in August was ¥ 65,846 million, an increase of 1.6% from the same month of the previous year, and the number of traffic per day was 2,090,000 units, an increase of 3.2% from the same month of the previous year.

Regarding fee income, from April to June, there was a 20% difference in holiday discounts compared to this year due to the mitigation measures of the previous year, but since July the mitigation measures have ended and the same discount conditions as the previous year have become. In July and August, due to strong use of the Ken-O Road, the increase was 1.1% in July, and in August the increase was 1.6% due to the typhoon's suspension of traffic in the previous year. It was.

Passenger traffic increased 1.9% in July and 3.2% in August due to the same factors as toll revenue.

Construction situation.

This is an overview of the construction work for the section scheduled to open in FY2015.

Shin-Tomei Expressway HamamatsuInasa JCT to Toyota-higashi JCT 55km is under construction over the whole line, such as paving, signs, and buildings in rest facilities, with the goal of opening at the end of this year. In addition, the construction work for the cut slopes and other measures that caused delays in opening of the road are progressing and are expected to be completed this fall.

Shin-Meishin Expressway Yokkaichi from JCT Shin-Yokkaichi JCT between 4km and Tokai-Kanjo Expressway Shin-Yokkaichi from JCT Toin between JCT 1km is, with the goal of opening of this year, but we are promoting the construction work over the whole line, Cut ride by the typhoon No. 18 A landslide occurred on the surface, and it was announced on September 10. Currently, restoration work is in progress, and in the future, we plan to immediately consider countermeasures based on the opinions of geological experts.

Next is the situation of the service area.

The total number of service areas (SA) and parking areas (PA) remains unchanged at 177 locations.

SA / PA sales in July were ¥ 15,387 million, an increase of 0.1% year-on-year. Sales of the Food and Beverage Sales Division increased 1.2% year-on-year.

As a factor of the increase, the weather was generally favorable in July of this year, and it was above the previous year's results due to the start of three collaboration events including Evangelion on the Ashigara SA Out-bound Line. Sales of gasoline decreased by 2.2% year-on-year. This is because all oil types are 25 yen below the selling price of the previous year.

Sales of SA / PA in August were 22,095 million yen, a decrease of 1.5% from the same month the year before. Sales of the Food and Beverage Sales Division increased 1.0% year-on-year.

The reason for the increase is the impact of the typhoon last August as well as the traffic volume. Sales of gasoline decreased by 8.5% year-on-year. This is because all oil types are 27 yen below the selling price of the previous year.

[NEOPASA Shimizu's toilet won the Japan Toilet Award “Minister of Land, Infrastructure, Transport and Tourism Award”]

[Request for traffic congestion prediction and traffic safety in the jurisdiction during the large holiday period in September]

The traffic congestion forecast for the long holiday period in September was already announced on August 21, and was taken up by many media outlets. Thank you very much.

The peak of the congestion of our tract, Out-bound line on September 19 (Saturday), In-bound is the line September 21 (Monday) and 22 (Tuesday). In addition, the number of times of congestion over 10km during the period is 85 times, of which 19 times are over 30km, and it is predicted that the congestion will be similar to that of Golden Week.

In addition to the traffic congestion forecast guide we handed out, we provide traffic congestion forecast information and road traffic information through "iHighway Central Japan", which can be easily viewed on the official website and smartphones. Please use it before departure to avoid traffic congestion.

Also, as shown in Document 5, as of September 17, this year, 40 traffic fatalities and 43 fatal accidents have occurred, and the situation continues to increase at the fastest pace since privatization.

This year, the number of vehicle emissions and motorcycle accidents has greatly increased, three times that of last year. Also, from October to November every year, motorcycle-related fatal accidents tend to occur frequently. When driving, please wear seat belts at all seats, take a good rest and be in good physical condition, and enjoy a safe and comfortable highway drive.

[Specific plan for new Expressway tolls in the Tokyo area]

See Appendix 6.

Last September 11th, Ministry of Land, Infrastructure, Transport and Tourism announced "Specific policy (draft) regarding new Expressway charges for metropolitan area". This time, based on this specific policy (draft), we have created a "specific plan for the new Expressway charges for the Tokyo metropolitan area" from April 2016. We will inform you and invite opinions from the public from today. Will be performed.

Based on the concrete policy (draft), this tariff plan will shift from "maintenance-focused tariff" to "use-focused tariff", with regard to the tariff inside the Ken-O Road Will be organized and unified, and the system will shift to a charge system based on the distance system. On top of that, alleviating traffic congestion in the city center by deciding the fare based on the shortest distance between the start and end points, regardless of the route, so that there is no disadvantage in terms of fare even when using the Ken-O Road bypassing the city center aiming to Ken-O Road introduces a smarter use fee system the and outside the ring road.

The period for solicitation of opinions is until September 30th, and opinions will be accepted on a special website on the website or by mail. You can access the special website from our website1. We would like to ask for the opinions of the general public to make the price better, and we appreciate your cooperation.

These are the topics we have prepared today.

[Moderator]

Lastly, I would like to explain traffic restrictions such as traffic closures that we announced today.

From October next month, Tokai-Kanjo Expressway, Maizuru-Wakasa Expressway and Tokai-Hokuriku Expressway will be closed at night, the Nagoya IC will be closed at night, and Tomei Expressway day and night lane restrictions will be implemented.

We will carry out a lot of traffic regulation work this fall, such as repairing road surfaces, repairing bridges and tunnels, work to prevent signs from falling, and work accompanying smart interchange construction.

Regarding traffic restrictions that cause traffic congestion, we will make it possible to check our website.

For details of the construction, please check the materials you have and the press release materials announced today.

We apologize for any inconvenience caused by congestion and congestion during the construction period, but we would appreciate your understanding and cooperation.

Now, we are ready to receive your questions.

[Reporter]

Is it possible that the fall of the lighting equipment of the Uri tunnel is recognized as caused by the environment unique to the Uri tunnel, or is it a phenomenon that may occur in the tunnel constructed during this period?

[Miyaike president]

At this point, we cannot conclude that it is a unique phenomenon. Therefore, we also carried out emergency inspections in other tunnels and removed some lighting fixtures. The removed lighting fixtures weren't in a state where they were likely to fall down immediately, but I removed everything that shakes and moves a bit just in case. I would like you to analyze the damage situation of these lighting fixtures and the environment in which they were installed, and have them summarized at a study meeting aiming for the end of the year. We will implement necessary measures based on the summary of the study group. In addition, in the 3-Year Plan for Improving Safety, we have assumed such a situation from the beginning, and are carrying out work to secure it with a wire as a double safety measure.

[Reporter]

Regarding the lighting of all tunnels, we are going to do an emergency inspection, but on the other hand, I heard that in the final year of the 3-Year Plan for Improving Safety, some items were achieved ahead of schedule. How do you link with the progress of the 3-year plan, such as the flow of emergency inspections that received the Uri Tunnel?

[Miyaike president]

From the beginning, the three-year plan is systematically proceeding with double safety measures and renewal of lighting fixtures, and is planned to end in March next year. It is extremely disappointing that the Uri Tunnel has fallen at the tip of such construction work, but we will continue to implement double safety measures and renewal of lighting fixtures. We will also proceed with emergency inspections at the same time.

[Reporter]

This year will be the final year of the three-year plan. Please tell us about your plans for the next year and beyond.

[Miyaike president]

The first is to complete the three-year plan. In the future, if new information comes out, such as a study meeting, we would like to reflect the method of inspection and update.

[Reporter]

Regarding the result of the emergency inspection of the tunnel lighting, it was said that 18 lights were removed even though it was not in a situation of falling immediately, but did the inspections prior to this fall event also remove according to the same criteria?

[Employees]

We are removing according to the same criteria.

[Reporter]

Do you have any problems after this fall event?

[Employees]

Regarding the fall of the lamp that was inspected three years ago, we will investigate the cause at the investigation and study meeting and reflect it in the inspection method.

[Reporter]

Do you consider anything other than the results of the study group's investigation?

[Miyaike president]

First, we performed an emergency inspection of the same type of lighting fixtures, and removed any that could fall. Double safety measures are implemented as planned. We also plan to complete the inspection of all tunnel lighting fixtures by the end of the fiscal year.

[Reporter]

Is there any problem with the inspection standards so far?

[Miyaike president]

It will be discussed at the study meeting.

[Reporter]

I wonder if the 18 lights removed this time should be removed according to the standards so far.

[Employees]

We perform close-up visual inspection and palpation using an aerial work vehicle. The 18 lamps were not in a situation where they would fall immediately, but they were removed because they wobbled.

[Reporter]

Was it something that should be removed based on the existing standards instead of the emergency inspection like this time?

[Employees]

This time it has been removed just in case, but the inspection method is the same as before.

[Reporter]

The inspection method is the same, but does this mean that the removal criteria have changed in this emergency inspection?

[Employees]

In this emergency inspection, in addition to the conventional inspection method, we also urgently removed the objects for which a slight wobble was confirmed by shaking the lamp.

[Reporter]

Is it that the standards have risen?

[Employees]

It's not that it's gone up, it's removed to prioritize further safety.

[Reporter]

I don't think that the incident of falling lighting fixtures in the Uri Tunnel or the landslide on the slope at the Shin-Meishin Expressway Shin-Yokkaichi JCT the other day is not expected, but the president always says that safety measures are an everlasting issue. Please let us know your thoughts on safety measures again after receiving two cases.

[Miyaike president]

Last year, there was a large-scale landslide that was a factor in the revision of the opening date of Shin-Tomei Expressway. So that it does not happen from the start of the in service is such a thing, has implemented firmly construction of the glue surface measures, to complete the rule of construction work in prospect this year's fall. There was any questions Shin-Meishin Expressway For, landslides Cut glue surface has occurred in the recent rainfall. The cause has not been identified at this point, but when we check the site, some ground layers are discharging groundwater, so we will take measures to prevent such a landslide after opening.

[Reporter]

By landslides of the Cut Slope, Shin-Meishin Expressway is Will it be opened during the year. Or could it be delayed?

[Miyaike president]

We are currently conducting an investigation and will make a decision based on the results of the investigation, so I cannot tell at this stage.

[Reporter]

Is it all right to say that Shin-Tomei Expressway Tomei will open at the end of FY2015?

[Miyaike president]

Shin-Tomei Expressway is at the end of 2015, the work on the slope will be completed in the autumn of this year, and we will consider the specific time based on that. It means opening at the end of the year.

[Reporter]

Will it be in service at the latest in March?

[Miyaike president]

That is the plan.

[Reporter]

Please tell us about the causes of the frequent traffic accidents.

[Miyaike president]

The feature is that there are many accidents involving external releases and motorcycles. I cannot mention the cause of the accident, but the fact that it is released outside the vehicle is that the seat belt was not working effectively, so I think it is important that you fasten your seat belt securely. In addition, it is a season when motorcycle accidents are more frequent, so I would like everyone to be careful.

[Reporter]

It will be almost 10 years since we privatized, but I would like to ask you to look back over the past 10 years, including the steps taken during this period and safety measures.

[Miyaike president]

A report from the Ministry of Land, Infrastructure, Transport and Tourism has already published a report on the 10 years of privatization. In summary, the first is that we have steadily reduced large debt over the past 10 years. Second, the cost has been reduced, including the newly constructed Shin-Tomei Expressway. Third, we have introduced private methods, including service areas, to develop services that make customers happy and beautify toilets. A new issue that has emerged in the 10 years since the privatization was the obsolescence of large-scale facilities that originated at Sasago Tunnel. The large-scale renewal and large-scale repair work that we have already explained started from this year. In addition, Expressway is the most important highway where relief teams get in first in the event of a major disaster such as the Great East Japan Earthquake. In this region, even if the Tokai and Tonankai earthquakes occur, we have a very large mission to open it early within 24 hours. Therefore, first of all, it is a new issue to open the place that is a missing link and to enhance the disaster prevention function for it. In the future, the birthrate will decline and the population will continue to age. In terms of technological innovation, we must also work on technological development such as ITS and autonomous driving. In 3-Year Plan for Improving Safety, there are many things to do, such as how to improve inspections, for example, whether IT cannot be used for accurate monitoring. In the topic, I would like to work on new businesses such as Toki 's Terrace Gate that will lead to customer satisfaction, regional cooperation, and regional development.

[Moderator]

It seems that your question has been interrupted, so this is the end of your regular meeting.
