NEXCO CENTRAL (Central Nippon Expressway Company Limited)

November 19, 2014 Miyaike President briefing

Conference Summary

[Moderator]

Thank you for waiting. We will start the 98th regular meeting from now.

[Miyaike president]

There are 5 topics prepared today.

[Current status of business (October 2014)]

See page 1 of document 1.

In terms of operating conditions, toll revenue in October was 54,199 million yen, an increase of 25.1% from the same month of the previous year, and the average number of traffic per day was 1,853,000 units, 4.6% of the same month of the previous year. Has decreased.

With regard to fee revenue, the discount rate system continued to increase from the previous fiscal year, partly due to the revision of the fee discount system in April following the end of the discount from the convenience promotion business, and the same trend was seen in October.

The number of passing vehicles has continued to decline compared to the previous year since the revision of the toll system, and the same tendency was seen in October. Also, the typhoon closed in October last year only lasted for one day, but this year's two typhoons No. 18 and 19 blocked the road for a long time.

Next is the construction situation.

The construction of the 4 km section of the Ebina Junction from the Samukawa Kita Interchange on the Ken-O Road O Expressway is almost complete, and the pavement and facilities are under construction, and progress is being made as planned towards completion within FY2014.

Ken-O Road O Expressway Sagamihara Interchange is also progressing as scheduled for opening in 2014.

Although it is not included in the materials, I would like to explain the status of the construction of 55 km from Toyota-higashi Junction from Shin-Tomei Expressway Hamamatsu-Inasa Junction.

Regarding the measures for the slope collapse of cut soil, the treatment of earth and sand containing naturally-derived pyrite and heavy metals, and the measures for subsidence of bridge foundations, which were factors that caused the revision of the opening time, there were no effects of the two typhoons 18 and 19, It's progressing as planned.

Next is the situation of ETC.

See page 2 of document 1.

The average daily usage rate in October was 91.0%.

Next is the total number of SA / PA, but there is no change at 177 places.

Next is the situation of the service area.

Sales in the service area in October were ¥ 14,540 million, a decrease of 3.9% year-on-year. Sales in the Food and Beverage Sales Division decreased 6.4% year-on-year.

This is due to the suspension of traffic due to the effects of typhoons No. 18 and 19.

Sales in the gasoline division increased 2.2% year-on-year. Although the traffic volume decreased, the refueling volume exceeded the previous year and the gasoline unit price difference also increased by 9 yen.

[Efforts toward the 2014 snow and ice season]

Next, I would like to inform you about our efforts for the 2014 snow and ice season-withdrawal based on prior information when forecasting heavy snowfall and requests to wear winter tires.

As shown in Documents 2-6 and 2-7, in February of this year, due to the record heavy snowfall of 72 cm at YokohamaMachida IC, 126 cm at Gotemba IC, and 178 cm at Yoshida IC, traffic was closed for a long time on the Tomei Expressway and Chuo Expressway Expressway. We apologize for the inconvenience to many customers.

Based on the reflection at this time, from this winter, we will endeavor to publicize and provide information about snow at an early timing. In addition, we will implement seven initiatives such as strengthening efforts to avoid road closures due to snow and early release when road closures, and further strengthen cooperation with related organizations to secure traffic where Expressway and general roads are integrated. .

Please see Document 2-1.

This is a summary of the measures taken in fiscal 2014 for the challenges of heavy snowfall in February of this year, and points out the seven measures.

Please see Document 2-2.

When weather forecasts for heavy snowfall are announced, we will provide advance information to customers regarding the refraining from heavy snowfall and installing winter tires by utilizing the official website and wide area information boards on Expressway To do.

Please see Document 2-3.

In addition to opening new content on our website, we will carry out safety enlightenment by utilizing enlightenment publicity tools such as posters and leaflets.

Please see Documents 2-4.

If it is possible that the road will be closed due to snow, we will build a wide-area support and dispatch system to centrally deploy snow removal vehicles and personnel. The support dispatch is planned to be deployed at the site approximately one hour before the start of forecast snowfall, referring to the weather forecast. We will also add 7 rotary snow plows and 20 tractor excavators to strengthen the snow plow.

Document 2-5 describes each measure to minimize downtime.

Customers using Expressway can safely use Expressway in winter, so if heavy snow is expected, use unnecessary or urgent cars. Please refrain from this and cooperate with installing winter tires early.

We will strengthen our efforts for the snow and ice season, but we will provide information in advance when there is a heavy snow forecast.

We would like to ask the mass media to cooperate with us by reporting information about heavy snowfall.

[Priority efforts to reduce vehicles that violate weight, etc.]

Next, we would like to inform you of our priority efforts to reduce vehicles that violate weight, etc.

As shown on pages 4 to 5 of Document 3, the main deterioration factors and damage mechanisms of road structures are summarized.

There are two main causes of deterioration that damage road structures and shorten their life.

  • "Salt damage" that causes corrosion of steel due to salt content
  • "Fatigue" due to long-term repeated loading due to passing of large vehicles such as overweight

If the road structure's life is significantly reduced by these, large-scale repair work is required.
If a large-scale repair work is carried out, a large amount of construction cost will be required, and long-term traffic restrictions will be involved, resulting in inconvenience to passengers using the Expressway. .

“Salt damage” is damage caused by antifreeze agents that are sprayed on the road surface for safe driving on Expressway during the snow and ice season, and as deterioration progresses, concrete scraping and reinforcing bar exposure occur, and There is a risk that the reinforcing bar will break as it progresses.

“Fatigue” accumulates fatigue due to repeated loads such as overweight caused by the passage of large vehicles, causing cracks in concrete floor slabs and slipping out of the floor slabs as they progress further. In addition, cracks may occur at the points where steel bridge members are joined, and if damage progresses, the members may break.

Against this background, we decided to focus on the enforcement of illegal vehicles such as overweight, which is one of the causes of damage due to fatigue.

Please see page 1 of Document 3

The priority period is 19 days from December 5 (Fri) to 23 (Tue).

During the focus period, we are planning breach reduction campaigns in key service areas. In addition, we plan to jointly carry out crackdowns in the Kanto and Chubu districts jointly with road managers such as national Expressway that run parallel to highways. Information such as the location will be announced on our website in early December. In addition, we will accept local interviews on the day of enforcement. Details will be announced from each Regional Head Office later.

Page 2 of Document 3 explains that a vehicle that violates overweight may affect the road bridge or cause a serious accident.

Specifically, if one large vehicle weighs 2 tons more than the standard of 10 tons axle weight, the floor slab will be affected by 9 large vehicles with 10 tons axle weight.

It has been reported in the experiment by Professor Matsui of Osaka University that the weight of the vehicle affects the floor slab, which is proportional to approximately the 12th power, and even a slight overweight can have a significant effect.

Please see page 3 of Document 3.

Regarding the enforcement situation of our company, in fiscal 2013, the number of inspections was about 1,000, the number of inspections was about 14,200, and the order for measures such as U-turn was about 2,200.In 2014, we plan to carry out more than the previous year. I will. In addition, for violators who repeatedly violate, if the number of violation points exceeds a certain level, they will attend a training session, provide guidance for improvement, and if they repeat violations, take measures such as suspension of discounts based on the large-quantity and frequent discount system. Is being carried out.

In the future, in addition to U-turns, etc., we will continue to study measures such as strengthening the enforcement of crackdowns such as loading reductions and strengthening the guidance of violators such as Large people who attend the class, in cooperation with other Expressway companies etc. We will promote.

We ask for your continued understanding and cooperation in efforts to reduce the number of vehicles that violate the vehicle, such as overweight.

[Status of negotiated extraordinary quotation consultation method]

Next, I would like to inform you about the status of the unsuccessful extraordinary quotation consultation method that was introduced as a measure for the construction bidding failure in the first half of 2014.

See Appendix 4.

We have compiled the bidding situation for the first half of 2014.

Since there is concern that business execution will be hindered by the recent increase in bidding slumps in construction orders, we introduced the `` disordered extraordinary quotation consultation method '' in March this year for the purpose of smooth business execution. did.

In the first half of fiscal 2014, there were 19 unsuccessful bids for construction projects worth 2.5 million yen or more, with an incidence rate of 11.2%, a significant improvement over the previous year.

Continuing from last year, the types of work with a lot of bad tenders are civil works and road repair work.

Especially in civil engineering, bid slumps have occurred even in large-scale new construction such as earthwork and substructure of bridges.

If the delay in construction due to a bad bid affects the business plan, such as the planned opening of a new road, we will continue to apply the special deadline estimation consultation method that allows you to contract even if the contract price exceeds the contract price even for large-scale construction. And strive for smooth business execution.

[Memorial Ceremony for the Sasago Tunnel Ceiling Fall]

Next is the last topic.

It will be two years since December 2nd next month when the ceiling plate of the Sasago Tunnel the ChuoExpwy dropped.

We would like to once again pray for the souls of the nine people who died in this accident, and with the deep remorse and strong determination that we should never cause such an accident again, the bereaved families suffered damage. We will hold a memorial service to pledge that we will sincerely respond to you and work to prevent recurrence.

Please see Document 5 handed out to you.

  • Silent, flower offering near the accident site
On December 2, at 8:03 am when the accident occurred, we pray for the souls and offer flowers in silence near the east entrance of the Sasago Tunnel near the accident site.
  • Memorial service
From 9:45 am, a memorial service will be held at "City Hall Tsuru" in Tsuru City.
  • General flower offering
After the memorial service, the general flower offering will be accepted at the same venue from 11:00 to 16:00.

On the day of the event, people related to Ministry of Land, Infrastructure, Transport and Tourism, people related to the administrative body, etc. will participate, including the bereaved family.

Regarding the "silence and offering of flowers near the accident site" and the "memorial memorial service", there are attendees, including bereaved families who are demanding sufficient consideration of privacy, so after limiting the interview location and number of people, We will accept interviews.

We kindly ask for your understanding and cooperation in this interview.

These are the topics we have prepared today.

[Moderator]

Now, we are ready to receive your questions.

[Reporter]

Please tell us how you analyzed the heavy snowfall in February of this year, what measures you took for your efforts toward the snow and ice season, what kind of measures were taken, and the cost of the measures and the period of snow and ice measures.

[President]

Unlike the conventional snowfall, the snowfall in February this year was very rare, and it accumulated very quickly, so it took time to move a stuck vehicle and remove snow, It was a great feature. Assuming similar snowfall in the future, we examined ways to ensure the safety of Expressway.

Specifically, we will ensure the safety of winter Expressway by strengthening snow removal vehicles, strengthening the system for early cancellation of traffic closure, and grasping weather information early and preparing to do so. .

[Employees]

The cost of the measures is about 40 million yen for purchasing one rotary car, and about 280 million yen for purchasing 7 rotary cars.

In addition, it will cost about 100 million yen annually to install and run a vehicle location information system that uses GPS and mobile phone lines to keep track of vehicle locations.

The period for snow and ice measures is from about mid-November to mid-April.

[Reporter]

Please tell us about the expansion of snow removal vehicles, how many in total you have deployed seven rotary snow removal vehicles, and about tractor excavators and surveillance cameras.

[Employees]

An additional 7 snow plows will be deployed for 40, 20 additional tractor excavators will be leased for 44, and 14 additional surveillance cameras will be installed for a total of 350.

[Reporter]

How many snow plows are there in total?

[Employees]

There are about 650 snow removal vehicles in total. There are also patrol cars and maintenance vehicles other than that, with a total of about 1300 units. We are also using the vehicles of subsidiaries to increase the number.

[Reporter]

I don't think it's too much when I look at only the number of vehicles added this time, but from the reflection of the heavy snowfall in February, do you think that this kind of increase will be okay?

[President]

Not only did we increase the number of snow and ice units, but we also strengthened cooperation between regions. Customers using Expressway are advised to refrain from unnecessary and urgent steps when snowfall is expected.

When using Expressway, please make sure you have enough winter equipment. In-bound If you get stuck on a gradient, it can cause congestion and make you impassable. We would also like to ask the mass media for their cooperation in advance public relations.

[Reporter]

Is the memorial service the same as last year?

[President]

It was carried out last year, and this time it has the same content as last year.

[Reporter]

Will it be held every year in the future?

[President]

We will consider what to do in the future according to the wishes of the bereaved family.

[Reporter]

Regarding the special failure estimation consultation method, you mentioned earlier that there are many bridge substructures as the types of work that are likely to cause malfunctions. Please tell us why there are so many bridge substructures, and if there is an analysis of the background. In addition, the number of cases in which a bid failed due to the introduction of extraordinary quotation discussions has greatly reduced the number of failures.

[Employees]

The substructure work was mentioned as a specific example, but it does not mean that there are many. Concrete repair work is also increasing. Next, regarding the number of cases subject to irregular stipulations, out of 169 construction bid executions, the number of unsuccessful bids was 61, or 36%.

[Reporter]

Regarding the measures against heavy snow, how much confusion is expected to be resolved if the measures added this time produce the same amount of heavy snow as in February this year?

[President]

Depending on how it snows, the amount of snow accumulated, and the number of cars staying, we have strengthened the system to improve maneuverability. In addition, we will strengthen cooperation with the local community, and we expect it to be effective.

[Reporter]

Does the approach based on the revised Basic Act on Disaster Countermeasures mean the movement of stuck or abandoned vehicles?

[President]

exactly. We want to secure Expressway traffic as soon as possible.

[Reporter]

If you get stuck on a Expressway would you move to the side of the road without the owner's consent, or would the vehicle be stored by a Expressway company?

[President]

I think there are ways such as moving to the shoulder or moving to the service area or parking area, but I would like to consider concretely in the future.

[Reporter]

JR and other railway companies have decided to cancel the operation in advance in the event of snow or typhoons, and it seems that users are very popular, but asking customers to refrain from this I'm expecting it, so I'll close it tomorrow at 4pm. "

[President]

I do not think so far. There are various factors such as how and how much snow falls, traffic conditions, etc., so I think it may be difficult to judge the road closure in advance. Our company wants to secure traffic as much as possible and strive for the safety of Expressway in winter.

[Moderator]

It seems that the question has been interrupted, so this will end the regular press conference.
