Currently, Tomei, Chuo Expressway, Tokai-Hokuriku Expressway, Mei-Nikan Expressway, Osaka Tomei, Tokai-Kanjo Expressway has become a closed to traffic for some of the sections of.

As a result of this heavy snow, Tokai-Hokuriku Expwy in the Hirugano plateau service area near, large vehicles In-bound to not be able to climb the hill, stuck, in order to ensure the passage of emergency vehicles will be closed to traffic, based on the revised Disaster Countermeasures Basic Law, From 15:00 on the 17th, a section was designated between the Tokai-Hokuriku Expwy Mino IC and Shirakawago IC, and work such as moving stuck vehicles on the main line was carried out.

There were about 100 stuck vehicles in the closed section, but by 20:00 all stuck vehicles on the main line had been eliminated.

In this response, the revised Basic Act on Disaster Countermeasures enforced on November 21 was applied for the first time on Expressway. Currently, snow removal work is being performed in the closed section, and we plan to release the closed road as soon as the work is completed.

This is the second report.

It has been two years since the 2nd of the month that the ceiling plate of the Sasago Tunnel fell, and on the same day, a memorial service was held in Yamanashi Prefecture.

In the memorial service, we pray for the souls of all those who have died and apologize to all the bereaved families, and thoroughly implement measures to prevent recurrence and improve safety. I pledge that I will do it.

We would also like to thank the mass media for their cooperation in covering the day.

[Current status of business (November 2014)]

Please see page 1-1 of the document.

Regarding operating conditions, toll revenue in November was 54,415 million yen, an increase of 23.1% from the same month of the previous year, and the number of traffic per day was 1,944,000 units, 5.5% of the same month of the previous year. Has decreased.

With regard to fee income, we continued to increase from the previous fiscal year, partly because we reviewed the fee discount system in April following the end of discounts from the convenience promotion business, and the trend was similar in November.

The number of passing passenger cars has continued to decline compared to the previous year since the toll system was revised, and the same trend was observed in November.

Next is the construction situation.

The construction of the 4 km section of the Ebina Junction from the Samukawa Kita Interchange on the Ken-O Road O Expressway is almost complete, and the pavement and facilities are under construction, and progress is being made as planned towards completion within FY2014.

Ken-O Road O Expressway Sagamihara Interchange is also progressing as scheduled for opening in 2014.

Although it is not in the data, 55 km from Shin-Tomei Expressway Hamamatsu-Inasa Juna to Toyota-higashi Junction, measures to prevent the collapse of cut slopes, treatment of sediment containing natural pyrite and heavy metals, bridge foundations Measures are currently progressing as planned.

Please see page 1-2 of the document.

Next, regarding the status of ETC, the average daily utilization rate in November was 91.1%.

The total number of service areas and parking areas remains unchanged at 177 locations.

Next is the situation of the service area.

Sales in the service area in November were 15,910 million yen, down 2.5% year-on-year. Sales in the Food and Beverage Sales Division decreased 2.9% year-on-year.

This is because the three consecutive holidays at the beginning of the month were affected by bad weather and the traffic volume in November was low at 94.6%.

Sales in the gasoline division decreased 1.3% year-on-year. So far, gasoline sales have been above 100% year-on-year, but in November it fell below 100%. For all oil types, the unit price difference from the previous year has narrowed, and the unit price difference for diesel fuel, where sales are particularly strong, is the smallest, and the increase in diesel fuel sales is no longer able to cover the decline in high-octane and regular sales.

Although the service area is open, during the year-end and New Year holidays from December 26th to January 4th, service hours and parking areas on some routes where congestion is expected will be longer than usual. Detailed information for each area is posted on the website, so please check before going out.

Next, please request winter equipment.

From 6th to 7th of this month, snow on the Tokai-Hokuriku Expressway and Hokuriku Expressway it impossible for vehicles equipped with normal tires to climb the hill, resulting in a long road closure.

In addition, even after heavy snow from yesterday, the Tokai-Hokuriku Expressway was unable to climb a hill, so it was closed for a long time, and the road section was designated based on the Disaster Countermeasures Basic Act.

As described in the distributed “Snow precautions” and “Watch out for winter roads”, be sure to wear winter tires when riding Expressway in the winter to prepare for sudden heavy snow. Please carry the chain with you. When the weather forecast for heavy snowfall is announced, please refrain from going out unnecessarily and urgently and make a reasonable driving plan.

Our company has provided public information and information two or three days in advance from the 12th and 17th of this month, referring to the weather forecast for heavy snow on the Meishin, Chuo Expressway Expressway, and Hokuriku Expressway, starting from the 12th and the 17th. .. We will continue to make efforts to provide public information and information regarding heavy snowfall in the future, so we ask for your cooperation.

Next, please request traffic safety awareness.

Regarding the status of traffic fatal accidents as of 9 am on December 18, according to a company survey, 41 traffic fatal accidents occurred in our jurisdiction and 44 people died.

In the same period last year, 45 cases occurred and 52 people died. Compared to last year, there are 4 cases and 8 fewer people. However, 6 cases and 7 people died in December, which is a sharp increase compared to 2 cases and 2 people in the same period last year.

One of the characteristics of the 2014 traffic fatal accident, there are more vehicle accidents involving people and vehicles stopped on the main line. In the event of a stop due to an accident or breakdown, it is important to take actions such as hazard lights, flaming cylinders, and stop indicators to signal the following vehicle and to evacuate outside the card rail.

As you approach the end of the year and new year, please wear seat belts at all seats when you drive, be prepared for winter driving, and enjoy a safe and comfortable highway drive.

We have been investigating the cause investigation and future correspondence so as to summarize it within the year, but through the two meetings so far, we have identified the possible factors of the mechanism that led to the drop, analyzed it and conducted a five-body test. We would like to inform the mass media members of the future schedule of the next committee meeting.

These are the topics we have prepared today.

[Moderator]

Now, we are ready to receive your questions.

[Reporter]

Based on the heavy snowfall forecast, why not stop at the interchange from the beginning of snowfall? Also, the revised Basic Act on Disaster Countermeasures made it possible to move vehicles, but I feel that it will take some time to complete this move. Please tell us in detail about the situation at that time. What kind of measures can be taken in the future if a car that cannot run on a snowy road occurs like this time and becomes inoperable?

[Miyaike president]

Regarding the opinion of whether to close the Expressway early, we must also consider that the Tokai-Hokuriku Expressway runs through the mountains, so the region is isolated due to heavy snow. We believe it is our mission to secure traffic by putting in equipment as much as possible to remove snow. When riding on snowy roads, be sure to wear winter equipment.

[Employees]

Expressway It was the first time for the company to apply the revised Basic Act on Disaster Countermeasures, but before this was applied, we were able to grasp the position of a stuck vehicle and carry out vehicle movement work. In addition, we prepared 8 wreckers for moving vehicles in advance, and we were proceeding with moving work from time to time, but there is also a forecast that snowfall will increase considerably even in the evening, and at that time, there are still 70 stuck vehicles. Since there was still a lot left, we decided to apply for the revised Basic Act on Disaster Countermeasures based on the judgment that we should prevent prolonged suspension of traffic.

[Reporter]

Regarding the large car stuck at the beginning, was it a normal tire?

[Employees]

I was equipped with studless tires, but I couldn't run when the In-bound was about 2.5%.

[Reporter]

Although studless tires wore, there is a gradient, In-bound or is that could not.

[Employees]

I think there is a slope, but on the day the temperature dropped and it is possible that the road surface was bad and I couldn't move.

[Reporter]

This time, the car equipped with the snow road got stuck, so as a future measure, if the snow condition and temperature drop, it may be possible to close the road rather than remove the snow at an earlier stage. Is it?

[Miyaike president]

It is difficult to judge, but as I mentioned earlier, securing traffic is one of our duties. Since heavy snow was forecast this time, we have decided to put in snow removal vehicles from the Kanto area where there is no forecast of snowfall to secure maximum traffic.

[Reporter]

I explained about the measures against heavy snow at the last interview, but please tell us if there was anything that was utilized in this heavy snow.

[Miyaike president]

By intensively dropping the equipment for snow and ice work in the jurisdiction, we have taken measures to eliminate the road closure as much as possible and to open the road as soon as possible even if it is closed. In fact, a total of 16 snow removal vehicles and other equipment have been introduced from the Yokohama Conservation and Service Center and the Gotemba Conservation and Service Center, and are being implemented functionally. Based on this reflection, I would like to continue PDCA.

[Reporter]

What are the reflections?

[Miyaike president]

It is still snowing and some sections are closed, so I would like to sort out the issues after the measures have been completed.

[Reporter]

I would like to ask about the entry of the concession business of Aichi Prefectural Road Corporation. Regarding the company's point of view, the other day, I've heard that it is a “blank paper”, but please tell us if you are interested in this business as the president wants.

[Miyaike president]

I think it is very characteristic that most of the toll roads in Aichi Prefecture are connected to our Expressway. We have nothing more than a stance of keeping an eye on future developments.

[Reporter]

Regarding the entry of this business, there is an opinion as to what it is like to enter what is not a purely private company, but what about the president's view?

[Miyaike president]

I don't think we are in a position to comment on that question.

[Reporter]

As for "Terrace Gate Toki", it is about to open, but please tell us what you expect from this facility.

[Miyaike president]

Expressway It is a basic stance to cooperate with the local development together with the local, while building various facilities that will make the local vitality near the interchange. Toki Premium Outlet is adjacent to "Terrace Gate Toki", so it would be very good to cooperate with each other to stimulate each other and to make the area healthy. If "Terrace Gate Toki" is successful, we would like to consider it in other areas.

It seems that the question has been interrupted, so this will end the regular press conference.
