In addition, December 2 is set as the "Safety Day" of the Group. During the week of December 4, we will watch the memorial service at all workplaces and discuss workplace safety issues.

[Current status of business (October 2017)]

Nearly half of the 31 fatal accidents that occurred this year are such accidents, which is about 1.5 times the number of the last year (9), which is a frequent occurrence.
Given these circumstances and the fact that the number of accidents tends to increase by the end of the year, we will focus on public relations by setting December 1st to 22nd as the “Winter Traffic Safety Campaign” period.
During the period, the campaign will be conducted with three main themes: “Preventing collisions with stopped vehicles and people on the Expressway”, “Caution against falling objects”, and “Preparation for the winter Expressway”. I will. In particular, with regard to "preventing collisions with stopped vehicles and people," there are many fatal accidents. I will call.
In addition, during the period, we will hold events in cooperation with the police at a total of 28 locations, including the Shin-Tomei Expressway (In-bound) Surugawan-Numazu SA and Meishin Expressway (Out-bound) Yoro SA.

[Efforts toward the 2017 snow and ice season]

The full-scale snow and ice season has arrived this year as well.
We caused a great deal of inconvenience to our customers due to the closure of traffic due to snowfall, including the closure of traffic near the Isewangan Isewangan Expressway in January this year and the Gotemba JCT of the Shin-Tomei Expressway Expressway in February.
Driving with normal tires on snowy roads may lead to traffic closure, such as being unable to drive on an uphill road or inducing a traffic accident.
For example, when the road was closed on January 15, this year on the Isewangan Expressway, there were two traffic accidents (two) with normal tire vehicles and eight vehicles that could not run on their own.
Customers are requested to install winter tires and carry tire chains as soon as possible. In addition, please check the weather forecast and traffic conditions before going out, and try to drive safely on snowy roads.

As a measure to prevent accidental jumping to the opposite lane in the provisional two-lane section, NEXCO3 has been installing a wire rope on a trial basis from the spring of this year in the center of the road in some of the earthwork sections and verifying its effect. I will.
The verification status was reported as an interim report at the expert committee meeting held at Ministry of Land, Infrastructure, Transport and Tourism yesterday (27 November).

From the images, it was confirmed that serious accidents such as head-on collisions were avoided by preventing the driver from jumping out into the opposite lane, and it is considered that the safety measures are effective.
We will continue to carry out trial verification from the perspective of accident occurrence and driving conditions, and maintenance.
It was also reported that an improved version of the wire rope was developed and trial installation is underway for small and medium bridge sections with a bridge length of less than 50 m.
On the other hand, for long bridges and tunnel sections with a bridge length of 50 m or more, as described in Material 4, when a public call for technical development was made from April 25 to July 24 of this year, a total of 28 cases ( We have applied for 18 companies and selected 5 proposals from them, so I will inform you today.
The results of this selection were also reported at the expert committee meeting held yesterday.
All of the selected five proposed technologies can be installed in a narrow width of about 20 cm like the current rubber pole, it is easy to see the front and side, and simple tools are required, but human power can be used at any place. The structure allows you to install the opening in.
In the future, we will conclude a joint development contract with the applicants for the selected five proposed technologies and verify the performance by experiments etc. in about one year.
As a result, those that have been confirmed to be effective will be installed on a trial site at the temporary two-lane section of Expressway.

Immediately after the accident, we formulated and worked on the “Three-year plan for improving safety”. This includes, as already known, hardware measures such as cultivating a safety culture, developing human resources, and removing all high-risk accidents such as ceiling panels installed in other tunnels. However, with regard to hardware measures, a complete set of measures was completed in three years. However, this is not the end, and what we have to do is that we must further improve safety, so we added the new “Five Initiatives Policy to Safety” Has been set and we have been promoting this initiative since last year. As a result, I think that a culture that always puts safety first is being formed within the Group. In addition, in our management policy, we are advancing efforts with the highest priority being "continuous efforts to improve safety and enhance functions of Expressway." Regarding the second future safety efforts, we are advancing based on the “Five Initiatives Policy”. Specifically, we are going through the PDCA cycle, such as human resource development, cultivating a safety culture, and internal work methods. However, we are focusing on improvement activities to further improve, and technical development related to renewal work such as large-scale renewal and inspection.
